1. This Invitation for Bids follows the General Procurement Notice for this project that was posted in the ADB Business Opportunities website on 26 May 2009.
2. The Islamic Republic of Afghanistan received a grant from the Asian Development Bank (ADB) toward the cost of Grant 0134-AFG: MFF Energy Sector Development Investment Program--Project I, and intends to apply part of the proceeds of this grant to payments under the contract for DABS/ICB/GOODS/NEPS-A: Procurement of Vehicles for the Operation & Maintenance of the 220 kV North-East Power Systems (NEPS). The eligibility rules and procedures of the ADB will govern the bidding process.
3. Da Afghanistan Breshna Sherkat (DABS) now invites sealed Bids from eligible Bidders for the following goods, including spare parts and related services:

4. The delivery period is 2 months. Place of delivery of the goods is DABS warehouse, Kabul Puli Charkhi on the highway of Kabul Jelalabad road. Costs for inland transportation, insurance, and other incidental costs for delivery of the goods from the EXW premises, or port of entry, or border point to the place of delivery shall be quoted in the Price Schedule for Related Services to be offered from outside and within the Purchaser's Country.
5. The Bidders should have at least 12 similar contracts successfully completed by the Bidder as main supplier within the last 3 years. The Bidders should indicate the possibility of the provision of necessary services and maintenance for the goods supplied, and provide necessary spare parts for minimum of 1 year.
6. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.
7. Interested eligible Bidders may obtain further information and inspect the Bidding Documents at DABS at the address given below, from 9:00am to 2:00pm.
8. The Bidding Documents, in English language, may be purchased by interested Bidders from DABS from:

- by visiting the address above, and paying a non-refundable fee of AFN 5,000 or US$100 in favor of DABS bank account name: DABS-Project Management Officer and bank account number: 1001201138741, Kabul Bank; or
- requesting delivery by sending a written application, with proof of bank transfer in favor of DABS for the non-refundable amount of AFN7,500 (local delivery) or US$150 (for overseas delivery) -- no liability will be accepted for loss or late delivery.
9. All Bids must be delivered to DABS PMO office, room no.303 Chaman-e-Hozori , Kabul on or before 26 February 2010 at 1:00 pm (Afghanistan time), accompanied by a Bid Security of US$18,000. Late bids shall be rejected. Electronic submission is not permitted. Bids will be opened in the presence of the Bidders' representatives, who choose to attend at the address below on 26 February 2010 at 1:15 pm (Afghanistan time) at DABS HQ, 3rd floor meeting room.
10. DABS will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of bids.
