1. The Islamic Republic of Afghanistan has received a loan from the Asian Development Bank (ADB) towards the cost of Regional Airports Rehabilitation Project and it is intended that part of the proceeds of this loan will be applied to eligible payments under the Contract. Bidding is open to bidders from eligible source countries of ADB.
2. The Afghanistan Reconstruction and Development Services (ARDS), acting on behalf of the Ministry of Transport and Civil Aviation (MOTCA) of the Islamic Republic of Afghanistan (the Employer) invites sealed bids from eligible Bidders for the design and construction of the Rehabilitation of Chaghcharan Airport, MOT/469/ADB/ICB (Package-II).
The Works include:
- clearance of mines and unexploded ordinance
- survey
- detailed design of works
- rehabilitation and widening of the existing runways
- construction of aprons and link taxiways
- construction of roads and car parks
- drainage structures
- pavement marking
- passenger terminal building
- maintenance building
- fire station and control tower building
- staff housing
- security fencing
- temperature controlled storage facility
- generator and electrical system
- water and sewage system
3. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.
4. A complete set of the Bidding Documents in English may be obtained by interested bidders by downloading the same from the ARDS website www.ards.org.af or may obtain in flash from the ARDS office at the address given below. In case of any difficulty in downloading from website, interested bidders may contact at email address ards.procurement@ards.org.af. Bidding Documents will be sent electronically free of charge.
Bidders may inspect the Bidding Documents in hard copy at the address stated below between the hours of 09:00 and 16:00 on Saturdays to Thursdays starting 9 April 2008.

5. Qualifications of bidders to perform the contract will be examined on the basis of the following minimum requirements.
- The Bidder shall have an average annual construction turnover as prime contractor (calculated as total certified payments received for contracts in progress or completed) over the last three years of at least US $ 2.50 million.
- The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet US $ 0.75 million.
- The Bidder shall have experience under airport, road and building construction contracts in the role of contractor for at least last three years prior to the bid submission deadline.
- the Bidder shall have participated as prime contractor in at least one airports construction contracts within the last five years, with a value of at least US $ 2.5 million, that have been successfully completed and that are of a nature and complexity comparable to the proposed contract.
- the Bidder, either in house or under a subcontract or through other arrangements, shall have had successful experience as a designer of at least two airport rehabilitation projects within the last five years that are of a nature and complexity comparable to the proposed contract. Each of the design projects should have had a fee of at least US $ 0.2 million and should have included airport topographical survey and detailed design of airport, pavement, and buildings. However, the design will be subject to the approval by the Employer/Engineer.
- The Bidder shall provide accurate information on any litigation or arbitration resulting from contracts completed or under execution by them over the last six years. Claims, arbitration or other litigation proceedings pending or already resolved, with a possible impact of more than 50 per cent of the Bidder's net worth shall be a ground for declaring the Bidder not qualified for the award of the contract.
6. A pre-bid meeting will be held on 29 April 2008 at 14:00 Hours at the Ministry of Transport and Civil Aviation, Next to Kabul Radio Station, Opposite to ISAF Headquarters, Kabul, Afghanistan. The purpose of the meeting will be to clarify issues and to answer questions on any matter that may be raised at that stage.
7. Bids must be delivered:
- to the office of ARDS at the address stated above
- on or before at 14:00 hrs on 21 May 2008. Late bids shall be rejected.
8. All Bids must be accompanied by a Bid Security of US$ 90,000 or an equivalent amount in a freely convertible currency. Bid security shall remain valid for 28 days beyond the validity of bid i.e. up to 148 days from the date of bid submission (i.e. up to October 16, 2008).
9. Bids will be opened immediately after the deadline at the office of ARDS at the address mentioned above.
ARDS will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
10. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
