Loan No. 2165: Power Transmission and Distribution Project
The Islamic Republic of Afghanistan has applied for a loan from the Asian Development Bank (ADB) towards the cost of the Power Transmission and Distribution Project. The loan was approved 14 April 2005. The Project will reconstruct and rehabilitate 206 kilometers of transmission network, and rehabilitate the associated substations and distribution systems in 11 rural towns and adjacent rural areas in the northern eastern, and southern provinces. The Project will connect 90,700 new consumers, most of whom are poor, to the grid and, in addition, will allocate 18,000 electricity connection kits, with affordable and flexible payment options. Procurement Loan-financed goods, services and civil works will be procured in accordance with ADB's Guidelines for Procurement and by the procurement unit of the Afghanistan Reconstruction and Development Services on behalf of the Ministry of Energy and Water (MEW) assisted by the project implementation consultants. Contracts for design, installation and construction of transmission lines, substations, distribution lines, and connection kits will be divided into contract packages. The electrification kits will be procured under a single turnkey contract package. The contracts have been packaged as turnkey (design-build) contracts to ensure completion within the project implementation period and it is anticipated that all turnkey contracts will be awarded following international competitive bidding procedures. Consulting Services Consulting services (40 person-months international and 100 person-months domestic) will be required to assist MEW and Afghanistan Electricity Authority in project implementation. All project-financed consultants will be selected and engaged in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for the selection and engagement of domestic consultants.
