Loan No. 2156: Emergency Flood Damage Rehabilitation Project

The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) toward the cost of the Emergency Flood Damage Rehabilitation Project. The loan was approved 20 January 2005.

The Project will rehabilitate and restore damaged public infrastructure in five key sectors/subsectors damaged by the 2004 floods.

The Project components are :
  1. Rural Infrastructure - support rehabilitation of flood-damaged rural infrastructure and rehabilitate existing flood and cyclone shelters and provide them with latrines.
  2. Roads - rehabilitate flood-damaged national, regional and district roads, bridges and culverts.
  3. Railways- restore flood-damaged rail infrastructure and facilities on the core rail network, including civil works to restore embankments, tracks, bridges, essential buildings, station roads, and signaling and telecommunications facilities.
  4. Water Resources - rehabilitate flood control, drainage, and irrigation facilities.
  5. Municipal Infrastructure - rehabilitate roads, drains, bridges and culverts; and foothpaths and drains in the slums in about 55 municipalities in six divisions.

Procurement

Procurement of works, goods, and services will be carried out in accordance with ADB's Guidelines for Procurement. ADB's procedures for providing rehabilitation assistance after disasters provide for flexible interpretation of these guidelines, so that project activities can start promptly. Local procurement will be the preferred mode for all civil works because of the relatively short implementation period, the small size of contract packages, the wide geographic spread of the project sites, and the need for local awareness and community participation. Equipment and materials will be procured under international competitive bidding where the estimated cost is more than $500,000; by international shopping where the estimated cost is between $300,000 and $500,000; and local procurement procedures where the estimated cost is $300,000.0

Consulting Services

About 250 person-months of international and 2,200 person-months of domestic consulting services. Consulting services will be required for
  1. detailed assessment and verification of damage in each sector/subsectors;
  2. prioritization of subprojects;
  3. preparation of subproject appraisal reports in accordance with Government and ADB requirements and selection criteria;
  4. incorporation of flood resistance, rapid planning, design and implementation of the works;
  5. supervision and monitoring of works to ensure quality control and transparency among contractors and communities carrying out small works; and
  6. oversight of works in each sector/subsector and provision of detailed accounting, auditing, and reporting to the PMUs and ADB.
All consultants will be engaged in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for the engagement of domestic consultants.
