Loan Nos.2099 (SF)/2110-FSM: Omnibus Infrastrucutre Project

The Federated States of Micronesia (FSM) has obtained a loan from the Asian Development Bank (ADB) toward the cost of the Omnibus Infrastructure Project. The overall objective of the project is to enhance public health and the environment through assistance to improve water supply infrastructure in Kosrae and Yap, and wastewater infrastructure in Ponhpei; and to support economic growth the poverty reduction in Chuuk through improvements to the electrical power sector. The Project also advances private sector development by providing improved infrastructure and an enhanced business environment.

The Project's six components include:
  1. wastewater improvements (Pohnpei);
  2. electrical power rehabilitation (Chuuk);
  3. water supply improvements (Kosrae);
  4. water supply improvements (Yap);
  5. a sanitation and hygiene training and awareness program (nationwide), and
  6. project implementation assistance.
Procurement

ADB-financed goods and services will be procured in accordance with the ADB's Guidelines for Procurement. Major contracts for civil works valued at greater than $1 million and supply contracts valued at $500,000 or more will be undertaken through ADB's international competitive bidding (ICB) procedures. Equipment packages valued at less than $500,000 will be procured using international shopping (IS) procedures. An exception to these procedures will be the modular generator units which will be procured in accordance with the ADB's procedures for IS. Civil works estimated to cost $1 million or less per package will be carried out under local competitive bidding (LCB) procedures acceptable to ADB.

Consulting Services

The Project includes three packages of consulting services:
  1. project implementation assistance;
  2. Pohnpei Sewer System l/l Study; and
  3. CPUC OMM Service Contract.
Consultants will be recruited as a firm for all packages in accordance with the ADB's Guidelines on the Use of Consultants, using the Quality-Based Selection (QBS) method and other arrangements satisfactory to ADB for engaging domestic consultants.
