Loan No. 2160: Tsunami Emergency Assistance Project
The Republic of the Maldives has received for a loan from the Asian Development Bank (ADB) toward the cost of Tsunami Emergency Assistance Project. The loan was approved 31 March 2005. The Project will rehabilitate and restore damage caused by the December 2004 tsunami, thereby restoring the livelihoods pf the affected people. The Project will have two components (i) a quick-disbursing component, and (ii) a project component. The quick disbursing component will finance the unexpected Government expenditures on tsunami-related rehabilitation and reconstruction. The Project component will rehabilitate high priority, tsunami damaged infrastructure and facilities by providing civil works, equipment and materials, working capital, and consulting services for the project design, implementation and evaluation. Procurement Procurement of goods, services and works will be consistent with ADB's Guidelines for Procurement. Local procurement will be the preferred mode for all civil works because of the relatively short implementation period, small size of contract packages and the wide geographic spread of the project sites. The procurement of goods and services, including equipment and materials, will follow international competitive bidding procedures when the estimated contract cost is more than US$ 1 million, and international shopping when the estimated contract cost is up to US$1 million. Consulting Services The Project will require a total of 27 person-months of international consultants and 63 person-months of domestic consultants. All consultants engaged by ADB, in consultation with the Government, will be in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for the engagement of domestic consultants.
