Loan No. 1732(SF): Rural Electrification, Distribution, and Transmission Project

The Kingdom of Nepal has received a loan from the Asian Development Bank (ADB) and OPEC toward the cost of Rural Electrification, Distribution and Transmission Project. Part of this loan will be used for payments under the contract named above.
The Nepal Electricity Authority ("the Purchaser") now invites sealed bids from eligible bidders for the construction of 66 kV and 132 kV Substations ("the Works") consisting of design, supply, construction, erection, testing and commissioning of following works on Turnkey basis:
- Construction of new Matatirtha switching station at Thankot with three 132 kV line bays and one bus coupler bay, fiber optic communication network, RTU equipment, control building and all other necessary works.
- Construction of new Harisiddhi substation with two 132 kV line bays, one 132 kV transformer bay, 1*22.5 MVA, 132/11 kV power transformer, eight numbers of 11 kV VCB switchgears, fiber optic communication network, RTU equipment, control building and all other necessary works.
- Extension of existing Bhaktapur substation to include one 132 kV line bay, two 132 kV transformer bays, 2*22.5 MVA, 132/11 kV power transformers, eighteen numbers of 11 kV VCB switchgears, fiber optic communication network, RTU equipment, control building and all other necessary works.
- Extension of existing Balaju substation to include 2*22.5 MVA, 66/11 kV power transformers, seventeen numbers of 11 kV VCB switchgears, and all other necessary works.

International competitive bidding will be conducted in accordance with ADB's Two-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible source countries.

To obtain the bidding document in English, eligible bidders should:
- write to the address above
- pay a non-refundable fee of Nepalese rupees 25,000 or US$350 by depositing the money in Account No. 001-013040C at Everest Bank, New Baneshwor, Kathmandu, Nepal.
Bidders shall submit their bids:
- on or before the deadline: 12:00 hours on 14 September 2005. Late bids will be rejected.
- together with a Bid Security of not less than US$160,000 or an equivalent amount in a freely convertible currency or Nepali Rupees. The bid security must be included in the Technical Proposal.
- to the address above
The Purchaser is not responsible for bidders' expenses associated with preparing and delivering bids.
Technical bids will be opened:
- in the presence of the bidders' representatives who choose to attend
- at 15:00 hours on 14 September 2005
- at the address above
Financial bids will be opened in the presence of the qualified bidders' representatives who choose to attend on a date and time to be advised following evaluation of the Technical Proposals at the above address.
In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
