The People's Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of the Hebei Province Wastewater Management Project and it intends to apply part of the proceeds of this loan to payments under the contract for which this Invitation for Bids is issued (for Tangshan Fengrun Wastewater Treatment Plant Expansion Project Bid No. 0701-0520ITC2W004/01, 0701-0520ITC2W004/02, 0701-0520ITC2W004/03).

The China International Tendering Company (ITC), authorized by Tangshan Municipal Wastewater Treatment Co. Ltd., as the Procurement Agent, now invites sealed Bids from eligible Bidders for Procurement of the following equipment and services:

TSM.1: Procurement of goods and related services for Wastewater and Sludge Treatment Facilities - to provide the machinery equipment of the wastewater treatment plant expansion, including the manufacture or procurement, supply, test, protection, transportation, equipment unloading, installation, field commission, equipment performance guarantee test, reliable and effective trial run, document submitting and other necessary works as specified in the technical specifications.

TSM.2: Procurement of goods and related services for Electric and Automation Instrument - to provide the electrical, auto-control and instrument equipment of the wastewater treatment plant expansion, including the procurement, installation, commission, trial run, training, and other necessary works as specified in the technical specifications.

TSM.3: Procurement of goods and related services for Technical Upgrading of some parts of existing plant - to provide the partial machinery equipment and electrical, auto-control, instrument equipments of existing plant, including the manufacture, supply, test, protection, transportation, equipment unloading, replacement, relative civil construction, installation, field commission, equipment performance guarantee test, reliable and effective trial run and other necessary works as specified in the technical specifications.

The bidder shall satisfy the requirement as follows:

  1. For domestic bidder, a copy of certificate showing that it is authorized by the relevant government authorities to conduct import and export business and its scope of business covers the commodity proposed for its bid.

  2. Provide the copy of paid up capital and the balance sheet, profit & loss statement for the last three years and audited by the Certified Public Accountant.

  3. Provide the reference documents issued by end-user:

    • TSM.1&3: Bidder or the leading partner of a joint venture, as main Contractor shall have successfully performed at least one similar contract for supply and installation of equipment for a secondary wastewater treatment plant in the last three years having a treatment capacity of at least 80,000 m3 per day which of scope of supply and complexity comparable to the proposed Contract. The plant shall have been in successful operation for at least one year.

    • TSM.2: Bidder or the leading partner of a joint venture, shall have successfully performed at least two similar contracts for supply and installation of Electric and Automation Instrument for a secondary wastewater treatment plant in the last three years having a treatment capacity of at least 80,000 m3 per day which of scope of supply and complexity comparable to the proposed Contract and shall have been in successful operation for at least one year.

  4. Provide at least $1 million cashflow or equality. Lines of Credit issued by the Bank for this bid.

International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries.

The Bidding Document, in English language, may be purchased by interested eligible Bidders on submission of a written application to the above address and upon payment of a nonrefundable fee of RMB2,500 or US$300 between 9:00-11:00 am and 14:00-16:00 pm (Beijing time) from June 16, 2005. The method of payment will be in cash or check. Requests submitted by mail should include a certified check in the amount of currency indicated above plus the post fee of US$60 (abroad) or RMB200 (domestic) for each set of Bidding Document in favor of ITC. ITC will promptly dispatch the document by express airmail, but under no circumstances can it be held responsible for late delivery or loss of the documents so mailed.

Bids must be delivered to the address below at or before 10:00 am (Beijing time) on 16 August 2005. All Bids must be accompanied by a Bid Security not less than two percent (2%) of the total bid price. Late bids shall be rejected. Bids will be opened immediately after deadline of submission of bids in the presence of the Bidders' representatives who choose to attend at the address below.

The ITC will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to bidders.
