The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Liaoning Environmental Improvement Project, of which Benxi Central Heating Supply is a subcomponent and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

China International Tendering Company (ITC) and Shenyang Tendering Center (STC), the Procurement Agencies authorized by Benxi General Heating General Company, invite sealed bids from eligible bidders from member countries of ADB for the supply of the following Goods:

Lot A: Equipment of boiler body, electric dust removal system and installation- (58 MW, 1.6MPa, 150ºC/90ºC)

Lot B: Blower, air dust removal system, electric equipment of heating source (including high & low voltage power distributing equipment), automatic equipment of heat network (including monitoring instruments)

Lot C: Plate-type heating exchange set, nodal tube heating exchange, incubation tube, electric equipment of heat network (including low voltage power distributing equipment), automatic equipment of heat network

International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope and is open to all bidders from eligible source countries.

Interested eligible bidders may obtain further information from the office address given below between 9:00 a.m.-11:00 a.m. and 1:30 p.m.- 4:00 p.m. starting 28 April 2005 (except weekends and holidays)

To purchase the Bidding Document in English, eligible bidders should:
  • Write to the address below
  • pay a nonrefundable fee of CNY 2500 or USD300 for each lot of contract. Requests submitted by mail must include a certified check in favor of ITC in the amount indicated above plus postal fee of US$25 (abroad) or CNY50 (domestic) for each set of Bidding Document.

Documents will be sent by express airmail. No liability will be accepted for loss or late delivery.

Bidder should submit their bids:
  • on or before 10:00 a.m. (Beijing Time) on 14 June 2005. (Late Bids will be rejected.)
  • together with Bid Security of not less than two percent (2%) of the Total Bid Price.

Bids will be opened at 10:00 a.m. (Beijing time) in the presence of the bidders' representatives who choose to attend.

STC will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to bidders.
