The People's Republic of China has applied for a loan from the Asian Development Bank (ADB) towards the cost of the Gansu Roads Development Project.
Gansu Provincial Communications Department (GPCD) through Gansu Changda Highway Co. Ltd. (hereinafter referred to as the "Employer") has appointed CMC International Tendering Corporation (CITC) as Procurement Agent. The Employer intends to prequalify firms for the following contract(s) under this Project: the civil works of the expressway from Louhandong to Dingxi include subgrade, bridges, defense, crossings and tunnel works with 16 contract sections. The Project is located in Gansu Province, People's Republic of China and contracts shall be awarded by way of International Competitive Bidding (ICB) as follows:

It is expected that the Invitation for Bids will be made in August 2005.
Interested eligible Applicants may obtain further information from the Employer and Procurement Agent and inspect the Prequalification Document at the addresses given below, starting from 28 April 2005 to 29 June 2005, from 8:30 am-11:30 am and 2:00 pm-4:30 pm (Beijing time, during working days).
The Prequalification Document, in the English and Chinese language, may be purchased by interested Applicants on the submission of a written application to the addresses below and upon payment of a nonrefundable fee of RMB2,000 or US$250. The method of payment will be in cash or cashier's check or direct deposit to a specified account number. The document will be sent by express mail. The document will be sent by mail order for an additional fee of RMBY200 or US$25. No liability will be accepted for loss or late delivery. Applicants from within China should bring the following documents with them when Purchasing the Prequalification document: introductive letter, identity card, Power of Attorney, Qualification Certificates and Business License of the Company.
Applications must be delivered only to the Employer's address below at or before 4:30 pm (Beijing time) on 29 June 2005. The Employer reserves the right to accept or reject late applications.
The Employer will not be responsible for any costs or expenses incurred by Applicants in connection with the preparation or delivery of their Applications.
The Employer will notify all Applicants in writing of the names of those Applicants who have been prequalified.
