The Islamic Republic of Afghanistan has received a loan from the Asian Development Bank (ADB) towards the cost of Regional Airports Rehabilitation Project - Phase I. Part of this loan will be used for payments under the contract named above.

The Afghanistan Reconstruction and Development Services Procurement Unit (ARDS-PU), acting on behalf of the Ministry of Transport (MOT), the Employer, invites sealed bids from eligible bidders from member countries of ADB for the following contract packages ("the Works"):

MOT/468/ADB (Qalai-Naw & Maiimana Airports)
MOT/469/ADB (Chagcharan & Bamyan Airports)
MOT/470/ADB (Farah and Zaranj Airports)
MOT/471/ADB (Faizabad Airport)

Please note that the earlier posted contract packages has been repackaged as mentioned above.

The Works include:
  • clearance of mines and unexploded ordinance
  • survey
  • detailed design of works
  • rehabilitation and widening of the existing runways
  • drainage structures
  • pavement marking
  • passenger terminal construction
  • maintenance building construction
  • fire station and control tower construction
  • staff housing
  • temperature controlled storage facility
  • generator and electrical reticulation
  • water reticulation and sewerage

International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope bidding procedure.

Interested eligible bidders may obtain further information and inspect the Bidding Document from 8:00 a.m. to 2:00 p.m., local time (except Sundays and holidays)at the address given below.

Bidding documents in English will be issued through CDROM and email. Eligible bidders should request ARDS to obtain the bidding documents from the address given below.

A pre-bid meeting will be held at the address below at 14:00 hours on 24 April 2006.

Bidders should deliver their bids:
  • to the address below
  • on or before the deadline: 14:00 hours on 16 May 2006
  • together with a Bid Security in US$ or an equivalent amount in a freely convertible currency of
    - MOT/468/ADB US$100,000
    - MOT/469/ADB US$100,000
    - MOT/470/ADB US$100,000
    - MOT/471/ADB US$50,000

Technical bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend at 14:00 hours on 16 May 2006 at address given below.

Financial bids will be opened in the presence of the qualified bidders' representatives who choose to attend on a date and time to be advised following evaluation of the Technical Proposals at the address given below:
