India has received a loan from the Asian Development Bank (ADB) towards the cost of West Bengal Corridor Development Project and part of this loan will be used for payments under the contract named above.

The Public Works (Roads) Department, Government of West Bengal (India) invites sealed bids from eligible bidders for the construction and completion of balance works for Package D - SH 10: Improvement of Gajol (km 0+000) - Hilli (km 97+428) section of SH 10 and the link from Patiram (km 0+000) to Balurghat (km 10+910). The work involves strengthening and widening of existing road section to two lane standard with 1.5 metre paved shoulder and 1.0-1.5 metre wide earthen/hard shoulder on both sides, new construction and rehabilitation of flexible pavement comprising Granular Sub-base (GSB), Wet Mix Macadam (WMM) Base, Dense Bituminous Macadam (DBM) and Bituminous Concrete (BC), repair, rehabilitation, new construction and reconstruction of bridges and culverts; construction of drains and drainage appurtenances; provision of traffic control and safety devices etc.

International competitive bidding will be conducted in accordance with ADB's Single-Stage Two-Envelope bidding procedure and is open to all bidders from eligible source countries. There shall be no prequalification. The major qualification criteria includes experience within last six years on at least one similar highway project including bridges (not below the state highway standard) of value Indian Rupees 1500 million or equivalent and above; and a minimum average annual construction turnover of India Rupees 1450 million or equivalent during the last three financial years. A Pre-bid Meeting shall take place at IST 11:00 hrs on 19 May 2006 at the Project Implementation Unit, Public Works (Roads) Department, Government of West Bengal, 4, Camac Street, Floor 2A, Kolkata - 700016, India.

The bidding document, in English, may be purchased by interested bidders on a submission of a written application to the address above from 11:00 hrs to 17:00 hrs (IST) from 21 April 2006 to 2 June 2006 (all working days) by requesting the bidding documents for WBCDP/PKG-D (BW)/002, Package D - SH 10: Improvement of Gajol (km 0+000) - Hilli (km 97+428) Section of SH 10 with a Link from Patiram (km 0+000) to Balurghat (km 10+910) - Balance Work and upon payment of a nonrefundable fee of Rs. 25,000/- (Rupees twenty five thousand) or US$ 600 (US Dollar six hundred) paid in the form of Demand Draft in favor of "Project Director, Project Implementation Unit, Public Works (Roads) Department", payable at Kolkata. If the documents are desired by post, an additional sum of Rs. 1,500 for dispatch of the documents anywhere in India or US$ 200 for dispatch of documents outside India should be sent. No liability will be accepted for loss or late delivery. The documents shall be available for sale.

The Technical Bids will be opened in the presence of Bidders' representatives who choose to attend at IST 14:30 hours on 5 June 2006. The time, date and venue for opening of the Price Proposals shall be informed to the qualified Bidders by written communication.

When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.

The Employer will not be responsible for any cost or expenses incurred by the Bidders in connection with the preparation and delivery of their Bids.
