Loan No. 1981-IND: Railway Sector Improvement Project
Contract No: RVNL/CMS Xings
1. India has received a loan from the Asian Development Bank (ADB) toward the cost of Railway Sector Improvement Project, and it intends to apply part of the proceeds of this loan to payments under the contract for the manufacture and supply of cast manganese steel crossings.
2. Rail Vikas Nigam Limited now invites sealed Bids from eligible Bidders for the supply of cast manganese steel crossings for broad gauge (1673mm) confirming to Indian Railway Specifications No. IRS-T-29-2000
3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure for Procurement of Goods and is open to all Bidders from eligible source countries.
4. Interested eligible Bidders may obtain further information from Rail Vikas Nigam Limited and inspect Bidding Document at the address given below from 10.00 hours to 15.00 hours on any working day.
5. The Bidding Document, in the English language, may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of nonrefundable fee of INR4,500 or US$100. The method of payment shall be in the form of demand draft only, drawn in favour of Rail Vikas Nigam Ltd. and payable in New Delhi. If the documents are desired by post, an additional sum of INR500 for dispatch of the documents anywhere in India or US$ 100 for dispatch of documents outside India should be sent. The document will be sent by the courier service. No liability will be accepted for loss or late delivery.
6. Bids must be delivered to the address below at or before 13.00 hours on 5 July 2006. All Bids must be accompanied by a Bid Security as given in the Table below.
Late Bids shall be rejected. Bids will be opened in the presence of the Bidders' representatives, who choose to attend at the address below at 15.30 hours on 5 July 2006.
A Pre-bid Meeting will be held on 9 June 2006 at 15.00 hours at the address given below to clarify the issues, if any, and to answer questions on any matter that may be raised at that stage. The queries in this regard may be sent to the address below..
7. Rail Vikas Nigam Limited will not be responsible for costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
8. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instruction To Bidders.
