1. India has received a loan from the Asian Development Bank (ADB) towards the cost of Assam Power Sector Development Project. Part of this loan will be applied to eligible payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

2. The Assam State Electricity Board (ASEB), the Employer, invites sealed bids from eligible bidders for the construction and completion of new RTUs to augment and expand its existing SCADA system.

The scope of work covers design, engineering, manufacture, assembly, inspection, testing at manufacturer's works before dispatch, packing, supply, including insurance during transit, delivery at site, erection with all accessories and commissioning, It also includes provisions for limited civil/building works as may be required for Control Room Building and/or its Battery room expansion as necessary to accommodate new RTUs and DC power supply equipment.

The following existing substations will have a new RTU interconnection to existing S900 RTU:

  15. Rangia
  16. Samaguri
  17. Sarusajai
  18. Tezpur (Depota)
  19. Tinsukia

The following existing substations will have a new RTU :

  4. Bagjap
  5. Bornagar
  6. Diphu (OLD)
  7. Dhemaji
  8. Garmur
  9. Gauripur
  10. Golaghat (OLD)
  11. Haflong
  12. Lanka

  17. Panchgram (OLD)
  18. Rowta
  19. Rupai

International competitive bidding will be conducted in accordance with ADB''s Two-Stage: Two Envelope Bidding Procedure .

4. To purchase the Bidding Document in English, eligible bidders should:
  • write to address above
  • pay a nonrefundable fee of Rs.10,000 or US$200 payable by crossed demand draft in favor of 'Assam State Electricity Board, Guwahati"

    The documents may also be sent by post/courier upon written request for an additional fee of Rs.1000 or US$20.

5. Deliver your bid:
  • to the address above
  • on or before 1400 hours (IST) on 5 June 2006
  • together with a Bid Security of Rs. 3.24 million or US$0.072 million or an equivalent amount in a freely convertible currency

Bids will be opened immediately after the deadline in the presence of bidders' representatives who chose to attend.

6. When comparing the Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
