Invitation for Bids

Loan No. 2152-IND: Power Grid Transmission (Sector) Project

1. POWERGRID has received a loan from the Asian Development Bank (ADB) towards the cost of the Power Grid Transmission (Sector) Project, and it intends to apply part of the proceeds of this loan to payments under the contract for which this Invitation for Bids is issued.

2. The Power Grid Corporation of India Ltd. (POWERGRID) (Purchaser) now invites sealed Bids from eligible Bidders for the following:

ICB No. C-14001-L195A-7 for Tower Pkg-A3

C-14002-L195A-7 for Tower Pkg-A4

C-14001-L175-7 for Conductor Pkg-B2

C-14001-L179-7 for Insulator Pkg-C2

The brief scope for Tower Package-A3 & A4 shall be as follows:
Design, Engineering, Supply, Delivery and Installation of 400 kV Double Circuit AGRA-BHIWADI Transmission Line Part-I (for Package-A3), 400 kV Double Circuit AGRA-BHIWADI Transmission Line Part-II and LILO of 400k S/C HISSAR-JAIPUR Transmission Line at Bhiwadi (for Package-A4) associated with Northern Region System Strengthening Scheme-V.

The brief scope for Line Material Packages-B2 & C2 Packages shall be as follows: Design, Engineering, manufacturing, testing, Supply and Delivery of goods (i.e. conductor and insulators) at Site for 400 kV Double Circuit Agra-Bhiwadi Transmission Line and LILO of 400 kV Single Circuit Hissar-Jaipur Transmission Line at Bhiwadi, associated with Northern Region System Strengthening Scheme-V.

(Detailed scope of works for the above packages are described in the respective Bidding Documents.)

3. International competitive bidding will be conducted in accordance with ADB's Single Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries. A Pre-Bid conference for Tower Package- A3 & A4 will be held at the office of the Purchaser at Gurgaon (Haryana), India on 17 May 2006.

4. Interested eligible bidders may obtain further information from Chief Manager (CS-NR-II) and inspect the Bidding Document from the office of POWERGRID at the address below.

5. The Bidding Document, in the English language, may be purchased by any interested Bidders on the submission of a written application to the address below from 1500 to 1700 hours (IST) on all working days from 17 April 2006 to 20 June 2006 and upon payment of a non-refundable fee of Rs.10,000/- or US$ 200 payable by crossed bank draft in favour of 'Power Grid Corporation of India Ltd., payable at New Delhi or Gurgaon. The document will be sent by airmail/ courier services/in person for overseas delivery or surface mail/courier/in person for local delivery. No liability will be accepted for loss or late delivery.

6. Bids must be delivered to the address below at or before 11:00 hours (IST) on 20 June 2006. All Bids must be accompanied by a Bid Security of:
  • US$ 266,000 or EURO 218,000 or Indian Rs 11,911,000 or equivalent for Tower Package-A3
  • US$ 264,000 or EURO 216,000 or Indian Rs 11,811,000 or equivalent for Tower Package-A4
  • US$ 352,000 or EURO 288,000 or Indian Rs 15,731,000 or equivalent for Conductor Package-B2
  • US$ 38,000 or EURO 32,000 or Indian Rs 1,72,000 or equivalent for Insulator Package-C2

in favor of Power Grid Corporation of India Ltd. Late Bids shall be rejected. Bids will be opened at 11:30 hours (IST) in the presence of Bidders' representatives who chose to attend at the address given below.

7. POWERGRID will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

8. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Documents.
