1. POWERGRID has received a loan from the Asian Development Bank (ADB) towards the cost of the Power Grid Transmission (Sector) Project, and it is intended that part of the proceeds of this loan will be applied to eligible payment under the contract for which this Invitation for Bids is issued.

2. The Power Grid Corporation of India Ltd. (POWERGRID) now invites sealed Bids from eligible Bidders from member countries of ADB for design, engineering, supply, delivery and installation of the following:

ICB No. C-14003-L195A-7 for Tower Pkg-A1
C-14004-L195A-7 for Tower Pkg-A2
C-14003-L175-7 for Conductor Pkg-B1
C-14003-L179-7 for Insulator Pkg-C1

The brief scope for Tower Packages A1 & A2 shall be as follows: Design, Engineering, Supply, Delivery and Installation of 400 kV D/C MOGA-BHIWADI Transmission Line Part-I (for Package-A1), 400 kV D/C MOGA-BHIWADI Transmission Line Part-II (for Package-A2) associated with NRSS -V.

The brief scope for Line Material Packages B1 & C1 Packages shall be as follows: Design, Engineering, manufacturing, testing, Supply and Delivery of goods (i.e. conductor and insulators) at Site for 400 kV D/C Moga-Bhiwadi Transmission Line, associated with NRSS -V.

The detailed scope of works for all the above packages are described in the respective Bidding Documents.

International competitive bidding will be conducted in accordance with ADB's Single Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

A Pre-Bid conference for Tower Package- A1 & A2 will be held at the office of the Purchaser at Gurgaon (Haryana), India on 23 June 2006.

4. To purchase the bidding documents in English, eligible bidders should:
  • write to the address above from 1500 to 1700 hours (IST) on all working days from 23 May 2006 to 24 July 2006
  • pay a non-refundable fee of Rs.10,000 or US$200 payable by crossed bank draft in favour of 'Power Grid Corporation of India Ltd., payable at New Delhi or Gurgaon.

5. Deliver your bid:
  • to the address above
  • at or before 1100 hours (IST) on 25 July 2006
  • together with a Bid Security of:
    Tower Package A1: US$ 317,000 or Rs. 14,332,000
    Tower Package A-2: US$ 353,000 or Rs. 15,971,000
    Conductor Package B1: US$ 435,000 or Rs. 19,653,000
    Insulator Package C1: US$ 46,000 or Rs. 2,088,000
    or an equivalent amount in a freely convertible currency

The documents will be sent by air mail/courier services/in person for overseas delivery or surface mail/courier/in person for local delivery. No liability will be accepted for loss or late delivery.

Bids will be opened immediately thereafter at 11:30 hours (IST) in the presence of Bidders' representatives who chose to attend. Late Bids shall be rejected. Alternative Bids shall not be permitted.

6. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Documents.
