1. India has received a loan from the Asian Development Bank (ADB) towards the cost of the Power Grid Transmission (Sector) Project, and it is intended that part of the proceeds of this loan will be applied to eligible payment under the contract for which this Invitation for Bids is issued.

2. The Power Grid Corporation of India Ltd. (POWERGRID) now invites sealed Bids from eligible Bidders from member countries of ADB for ICB No. C-14005-S119A-7: Northern Region System Strengthening Scheme-V:

The brief scope of the Substation Package is:
Design, Engineering, Manufacture, Supply on for destination site basis including transportation & insurance, storage, erection, testing and commissioning of Substation Package for Extensions of 400 kV Agra, Bhiwadi & Moga Substations associated with Northern Region Strengthening Scheme-V.

The detailed scope of works for the above package is described in the Bidding Document.

International competitive bidding will be conducted in accordance with ADB's Single Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

A Pre-Bid conference for the Substation Package will be held at the office of the Purchaser at Gurgaon (Haryana), India on 6 July 2006.

4. To purchase the Bidding Document in English, eligible bidders should:
  • write to the address above from 1500 to 1700 hours (IST) on all working days from 6 June to 7 August 2006
  • pay a non-refundable fee of Rs.10,000 or US$200 payable by crossed bank draft in favour of 'Power Grid Corporation of India Ltd., payable at New Delhi or Gurgaon.

If not obtained in person, the documents will be sent by air mail/courier services for overseas delivery or surface mail/courier for local delivery. No liability will be accepted for loss or late delivery.

5. Deliver your bid:
  • to the address above
  • at or before 1100 hours (IST) on 8 August 2006
  • together with a Bid Security of US$296,000 or Euro 232,000 or Rs 13,413,000 or an equivalent amount in a freely convertible currency

Bids will be opened immediately thereafter at 11:30 hours (IST) in the presence of Bidders' representatives who chose to attend. Late bids shall be rejected. Alternative Bids shall not be permitted.

6. In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
