The Republic of Fiji has received a loan from the Asian Development Bank (ADB) towards the cost of the Third Fiji Road Upgrading Project and it intends to apply a portion of the proceeds of this loan to eligible payments under the contracts for which this Invitation for Bids is issued.

The Ministry of Works and Energy, on behalf of the Government of Fiji now invites sealed bids from eligible bidders from member countries of the ADB for one contract forming part of the construction of the Kings and Lodoni roads in Tailevu province on the island of Viti Levu, Fiji Islands.

The contract comprises the construction of the following bridgeworks:
  • Construction of the Wailotua, Waitoa and Waisomo bridges on the Kings road being 2 X 31m, 1 x 31m and 2 X 21m spans respectively
  • Erection and completion of the bridge deck at Waimaro North on the Kings road
  • Completion of abutments and bridge deck for the Namoli bridge on the Lodoni road
  • Erection and completion of bridge deck at Natovi on the Lodoni road
  • Completion of bridge decks, parapets and hand rails to 10 bridges on the Kings and Lodoni roads

Pre cast pile sections will be provided as Employer's Free Issue Material. The majority of bridge beam segments will also be provided as Employer's Free Issue Material but some remain to be cast.

International competitive bidding will be conducted in accordance with ADB's Single Stage One Envelope bidding procedure with post qualification and is open to all Bidders from eligible source countries.

Bids are invited only from bidders with the relevant construction experience and of sound financial standing. Specifically, bidders will be required to demonstrate in their bids that:
  • They possess the experience in the following activities: piling, bridge construction and general reinforced concrete construction
  • The Minimum Average Annual Turnover over the last three years (from construction activity) is at least US$5 million
  • They are able to finance cash flow requirements of US$1,200,000
  • They shall have participated in at least two similar contracts as contractor, management contractor or sub contractor in the last 5 years in which their contribution has been in excess of US$3.5 million

  • write to the address below
  • pay a non refundable fee of US$50 or 80 Fiji dollars

Deliver your bids:
  • to the address below
  • on or before 1000 hours (Fiji time) on 28th June 2006
  • together with the Bid Security in the amount stipulated in the Bidding Documents which is US$80,000 or an equivalent amounts in freely convertible foreign currency

Late bids will be rejected. The Employer will not be responsible for costs or expenses incurred in the preparation or delivery of bids.

A site visit and pre bid meeting will be held on Wednesday 7th June at 0900 at the Kings and Lodoni road construction compound.
