1. Mongolia has received a loan from the Asian Development Bank ("ADB") towards the cost of the Cadastral Survey and Land Registration Project. Part of this loan will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2. The Ministry of Construction and Urban Development (MCUD) invites sealed bids from eligible Bidders for design-build and completion of a National Land Information System (NLIS) at approximately 156 sites in Mongolia including hardware, software, network and training. The NLIS is a computer system to automate and integrate the land registration and administration procedures of the Government of Mongolia and should in addition provide a framework for national spatial information. International competitive bidding will be conducted in accordance with ADB's Two-Stage Bidding procedure .

4. To purchase the bidding document in English, eligible bidders should:
  • write to the address above requesting the bidding documents for MON-1736/LCB-NLIS-06/01: Supply, Customization, Installation and Support of a Government National Land Information System
  • pay a nonrefundable fee of US$300.00 plus additional US$100.00 for dispatch by courier if requested. No liability shall be accepted for loss or late delivery. Payment may be transferred to the following bank account:

5. The first stage will consist of:
  1. A technical bid only, without any reference to costs. The first stage eligible bidders should respond to the Employer's Requirements specification only.
  2. First stage Bids must be delivered to the address above at or before 11:00 AM Ulaanbaatar Time on Tuesday, 1st August 2006. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the address above in the Meeting room of MCUD, at 11:30 AM Ulaanbaatar Time on Tuesday, 1st August 2006. Late bids shall be rejected.

Following evaluation of the first stage bid, MCUD will invite Bidders who satisfy the selection criteria to submit a bid for the second stage. Second stage updated technical proposals and price proposals bids will be opened in the presence of the Bidders' representatives who choose to attend at the address, date and time to be advised by the Employer after approval by the ADB of the evaluation of the first stage technical proposals.

The second stage bid must contain:
  1. the updated Technical Bid from first stage incorporating all changes required by MCUD as recorded in the minutes of the Clarification Meeting and any other necessary revisions to the Technical Specifications
  2. a price proposal for the total project implementation.

The second stage bids must be accompanied by a bid security of US$ 50,000.00 (Fifty Thousand United States Dollars Only). Late bids will be rejected.

The Employer will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of bids.
