2. The Ministry of Construction and Urban Development (MCUD) invites sealed bids from eligible Bidders for design-build and completion of a National Land Information System (NLIS) at approximately 156 sites in Mongolia including hardware, software, network and training. The NLIS is a computer system to automate and integrate the land registration and administration procedures of the Government of Mongolia and should in addition provide a framework for national spatial information. International competitive bidding will be conducted in accordance with ADB's Two-Stage Bidding procedure .

- A technical bid only, without any reference to costs. The first stage eligible bidders should respond to the Employer's Requirements specification only.
- First stage Bids must be delivered to the address above at or before 11:00 AM Ulaanbaatar Time on Tuesday, 1st August 2006. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the address above in the Meeting room of MCUD, at 11:30 AM Ulaanbaatar Time on Tuesday, 1st August 2006. Late bids shall be rejected.
