Proposed Guangxi Nanning Urban Environmental Upgrading Project

The Government of the People's Republic of China has applied a loan from ADB to help finance the cost of the Guangxi Nanning Urban Environmental Upgrading Project.

The Project scope includes the following:

The Project comprises four subprojects:
  1. Xinxujiang River environmental upgrading
  2. Kelijiang River environmental upgrading
  3. solid waste management, and
  4. Qingxiushan Park ecological upgrading
The Project will also undertake institutional capacity building.

1. The Xinxujiang River environmental upgrading subproject will reduce flood risk, improve wastewater management, and expand the green environment in the area along Xinxujiang River of 0.83 km2. This subproject will
  1. construct and rehabilitate 12.53 km of embankment,
  2. create a permanent lake (Xinxujiang Lake) by dredging and embankment with a normal retaining capacity of 2.92 million m3 and additional wet season flood storage capacity of 5.65 million m3,
  3. construct 3.00 km of interceptor sewers along the banks of Xinxujiang Lake to transfer about 14,000 m3/day of wastewater to the Jiangnan wastewater drainage system, and
  4. provide a pumping station and delivery main for the transfer of water from Yongjiang River to flush through Xinxujiang Lake during the dry season for maintaining water flow and water quality.

2. The Kelijiang River environmental upgrading subproject will reduce flood risk, improve wastewater management, and expand the green environment in the area along Kelijiang River of 1.64 km2. This subproject will
  1. construct and rehabilitate 14.9 km of embankment;
  2. create a permanent lake (Xiangsihu Lake) by dredging and embankment with a normal retaining capacity of 4.38 million m3 and additional wet season flood storage capacity of 5.42 million m3;
  3. install 47.75 km of sewerage pipelines, 2 pumping stations, and a buried pipe crossing under Yongjiang River to transfer about 60,000 m3/day of wastewater from Xiangsihu New District to the Jiangnan wastewater drainage system;
  4. provide a pumping station and delivery main for the transfer of water from Yongjiang River to flush through Xiangsihu Lake during the dry season for maintaining water flow and water quality; and
  5. construct a stormwater drainage pipe network to serve the proposed Xiangsihu New District of 23.17 km2.

3. The solid waste management subproject will strengthen the domestic solid waste management capacity of the NMG and improve cleanliness of the streets. This subproject will
  1. construct/upgrade 22 small transfer stations throughout the urban districts,
  2. provide loading and compacting equipment at all the transfer stations,
  3. determine an operational management control system to improve efficiency of waste transfer, and
  4. provide 30 street sweeping vehicles and 20 street washing tankers.
The compacted waste will be transported to a new engineering landfill site at Chengnan.

4. The Qingxiushan Park ecological upgrading subproject will improve environmental conditions and facilities of the park, a major tourism and recreational amenity in Nanning City, and thereby contribute to air quality improvement of the city, promote tourism, and increase people's awareness on the environment. This subproject will include
  1. 71 ha of reforestation;
  2. 198 ha of improved arboreal mix;
  3. a seedling base comprising greenhouses, plant shelters, and spray irrigation system;
  4. forest protection facilities comprising 2 fire appliances and facilities for prevention and cure of plant diseases and control of insect pests;
  5. auxiliary support facilities comprising 2.5 km of access road to the seedling base, electric power supply, telecommunication, and a science and technology service center;
  6. gravity sewers and 11 pumping stations for the southern area of Qingxiushan Park;
  7. 2 separate trunk sewer routes to transfer wastewater flows to the Langdong wastewater treatment plant from Qingxiushan Park, and
  8. provision of public awareness training on environmental protection to the visitors.

5. Institutional Development. The institutional capacity building will support increase efficiency and management capacity of the IAs. Capacity building will be achieved through domestic and overseas training and the provision of consulting services. The institutional capacity building will assist the IAs to
  1. become autonomous and financially sustainable operating companies that can effectively and efficiently meet the service obligations set out for them;
  2. comply with all relevant national policies for the cost recovery, tariff, and enterprise reform of the wastewater and solid waste management sector;
  3. develop soundly based operation and maintenance (O&M) plans for future service provision and commercial growth;
  4. develop a public awareness training program on environmental protection;
  5. establish technical and administrative policies and procedures on hydraulic/water quality balance in Xinxujiang and Xiangsihu lakes; and
  6. improve the efficiency in solid waste transportation at the new/upgraded transfer stations.

Procurement
Equipment, materials and goods, and services financed under the loan will be procured in accordance with ADB's Guidelines on Procurement and follow ADB procedures for international competitive bidding (ICB) for packages each with a value greater than $1.0 million. Packages valued at $1.0 million or less will be procured following international shopping (IS) procedures; packages valued at $100,000 and less will be procured through direct purchase procedures. Civil works contracts costing more than $10 million will be procured using ICB. Civil works contracts valued at $10 million equivalent or less can be procured using LCB procedures in accordance with the PRC Tendering and Bidding Law and the respective procurement regulations acceptable to ADB. Selection and engagement of contractors will be subject to ADB approval. Major equipment will be purchased through ICB procedures and financed by the ADB loan. The internationally tendered equipment packages will include necessary technical support for ensuring proper installation, testing, commissioning, and training of operational staff as part of the related contracts. In accordance with ADB requirements, foreign contractors may participate in bidding for LCB contracts.

Through International Competitive Bidding
Equipment and materials - 22 small size transfer stations, pump stations and accessories, pumps and installation materials

Through Limited International Bidding (formerly IS)
Equipment and materials - supplementary pump stations and administrative equipment/materials, metal structure for watercourse treatment and supplementary water pump lighting, infrastructure equipment, pipe, valves and accessories, auxiliary equipment and materials

Through National Competitive Bidding (formerly Local Competitive Bidding)
Civil works - river watercourse treatment, power supply, sewerage inception and supplementary water pump station, environmental and ecological restoration, watercourse/embankment slope treatment, silt trap at lake inlet landscaping and grass restoration, wastewater pump stations and cross-river (Yongjang) sewer pipe, storm water and wastewater pipes, construction and rehabilitation of 22 small size transfer stations, reforestation and infrastructure and auxiliary works; and pump stations equipment/materials.

Consulting Services
The loan will finance about 32 person-months of international and 94 person-months of domestic consulting services to support the PMO and IAs in project implementation and management, and institutional capacity building. The consultants will undertake
  1. project management and implementation support;
  2. efficient operating procedures;
  3. preventive maintenance;
  4. financial management;
  5. social, resettlement, and environmental impacts monitoring;
  6. business planning and management information system development;
  7. human resources development; and
  8. corporate governance.

The consultants will assist the PMO in questions related to ADB procedures and reporting, procurement, quality control, start-up testing, commissioning, O&M, and implementation of the project performance monitoring system (PPMS). The PMO will initiate advance action for the recruitment of consultants, including the shortlisting of qualified consultants. The international consulting firm will be recruited in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for the engagement of domestic consultants. The international consulting firm will be selected in accordance with the quality-and-cost-based selection method using full technical proposal procedures.
