1. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Liaoning Environmental Improvement Projectand it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

2. Shenyang Tendering Center (STC), the Procurement Agency, authorized by Benxin Gas General Company, invites sealed bids from eligible bidders for the supply of the following Goods:

Lot A - Pipe & Fitting: Nodular cast iron pipe (100-600mm diameter, total about 1,639 tons), Nodular cast iron pipe fittings (100-600mm diameter, total about 345 tons), welding steel pipe (total about 28.91 tons), flange, steel flange (150-800mm diameter, total about 6644 pcs), galvanized steel pipe (15-50mm diameter, total about 210 tons), etc.

Lot B - Valve: Gas flat gate valve (200-400mm diameter, total about 28 pcs), iron-made wedge gate (25-600mm diameter, total about 10 pcs), Valve for house lead-in pipe (50mm diameter, total about 20052 pcs), etc.

Lot C - Equipment: Dry type desulfurization facility (1), dry type desulfurizing agent (total about 40 tons), gas detector (4), user gas meter (20052 pcs), etc.

Lot D - Material: Cement (about 307 tons), hot rolled round bar (6.3-30mm diameter, total about 6.2 tons), steel plate (total about 3.85 tons), etc.

Bidders may bid for one or all of the packages above, but they must prepare bids separately.

International competitive bidding will be conducted in accordance with ADB's Single-stage: One Envelope procedure and is open to all bidders from eligible source countries.

3. Interested eligible bidders may obtain further information from the office address given below between 9:00 a.m.-11:00a.m. and 1:30 p.m.-4:00 p.m. starting from 22 May 2006 (except weekends and holidays).

4. To purchase the Bidding Document in English, eligible bidders should:
  • write to the address below
  • pay a nonrefundable fee of CNY 2,000.00 or USD 250.00

Requests submitted by mail must include a certified check in favor of STC in the amount indicated above plus postal fee of US$25 (abroad) or CNY100 (domestic). Documents will be sent by express airmail. No liability will be accepted for loss or late delivery.

5. Bidders must deliver their bids:
  • on or before 10:00 a.m. (Beijing Time) on 4 July 2006. Late bids will be rejected
  • together with Bid Security of not less than two percent (2%) of the total bid price
  • to the address below

6. Bids will be opened at 10:00 a.m. (Beijing Time) on 4 July 2006 in the presence of the bidders' representatives who choose to attend at the address below.

7. STC will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

8. In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.
