1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the "ADB Business Opportunities", issue on August 2, 2005.

2. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Jilin Water Supply and Sewerage Development Project, and it intends to apply part of the proceeds of this loan to payments under the contract for Goods for Subproject I: Beijiao Wastewater Treatment Plant and Treated Wastewater Reuse.

3. The China International Tendering Company (CITC), the Procurement Agent, authorized by Changchun Water Group Urban Drainage Company Limited, the Purchaser, now invites sealed Bids from eligible Bidders for the supply, delivery and direct installation of the following goods:

Bid No. 0701-0620ITC2X023: Nodular cast iron pipes, fittings and valves:

Length of Centrifugal Nodular Cast Iron Pipes of DN300~DN1200: 7286m;
Centrifugal Nodular Cast Iron Pipe Fittings: 1300 pieces;
Valves of Centrifugal Nodular Cast Iron Pipes of DN100~DN1200: 56sets;
Length of Steel Pipes of DN800~DN1200: 2350m;
Steel Pipe Fittings of DN300~DN1200: 1014pieces; and
Main Equipment Materials for Cathodic Protection, etc.

4. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope procedure and is open to all Bidders from eligible source countries.

5. Interested eligible Bidders may obtain further information from China International Tendering Company and inspect the Bidding Document at the address given below, between 9:00 to 11:30 and 13:30 to 16:30 (Beijing time) from 2 May 2006 (except Saturdays, Sundays and holidays).

6. The Bidding Document, in the English language, may be purchased by interested Bidders on the submission of a written application to the address above, and upon payment of a nonrefundable fee in CNY 2,500.00 or in USD 300 for each lot. The method of payment will be in cash or cashier's check. The document will be sent by courier for an additional fee of CNY 200 (domestic) or USD 150 (overseas) should be added if the bidding documents are purchased by special courier. No liability will be accepted for loss or late delivery.

7. Bids must be delivered to the address below at or before 10:00 am on 12 June 2006 (Beijing time). All Bids must be accompanied by a Bid Security of 600,000.00 in CNY or other currencies equivalent to CNY600,000.00. Late bids shall be rejected. Bids will be opened immediately thereafter in the presence of the Bidders' representatives who choose to attend at the address below.

8. The Procurement Agent and the Purchaser will not be responsible for costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids. 9. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders
