1. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Fuzhou Environmental Improvement Project, and it intends to apply part of the proceeds of this loan to payments under the contract for CNCADB061002- Component B : Lianban Sewers Networks

2. The CNCCC International Tendering Company (CNCCCITC), the Procurement Agent, for and in behalf of Fuzhou Water Environmental Construction and Development Company, the Purchaser, now invites sealed Bids from eligible Bidders for the supply, delivery and direct installation of the following goods:

LGG-01: Procurement of Pipe Materials

(Details and specifications are provided in the bidding documents)

3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope procedure and is open to all Bidders from eligible source countries.

4. Interested eligible Bidders may obtain further information and inspect the Bidding Document at the address given below starting 13 June 2006.

5. The Bidding Document, in the English language, may be purchased by interested Bidders on the submission of a written application to the address above, and upon payment of a nonrefundable fee in RMB1,000 or in USD125. The method of payment will be in cash or cashier's check or direct deposit to:

The document may be sent by courier for an additional fee of RMB200 or USD25 No liability will be accepted for loss or late delivery.

6. Bids must be delivered to the address below at or before 9:00 a.m. (Beijing time) on 25 July 2006. All Bids must be accompanied by a Bid Security of not less than 2% of the Total Bid Price. Late bids shall be rejected. Bids will be opened immediately thereafter in the presence of the Bidders' representatives who choose to attend at the address below.

7. The Procurement Agent and the Purchaser will not be responsible for costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

8. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instruction to Bidders.
