Proposed Jammu and Kashmir Urban Sector Development Investment Program
India has applied for a Multi-tranche Financing Facility from the Asian Development Bank (ADB), for financing the Jammu and Kashmir Urban Sector Development Investment Program ("the Program"). The Program investment cost is estimated to US$485million to be approved in four to six tranches. The investment program outputs are grouped in two parts. Part A will improve (i) water supply systems in Srinagar and Jammu through rehabilitation, strengthening and expansion of networks and new supply systems, (ii) extension of existing, and construction of new, sewerage systems and supply of sanitation maintenance equipment, (iii) municipal solid waste collection, processing, treatment and disposal through development of sanitary landfill sites, (iv) road and intersection capacity augmentation, road safety improvements and pedestrian over passes, and (v) other municipal facilities. The Program will also support similar improvements in the other important towns and commercial centers which have substantial potential for economic development. Part B covers management and implementation support required to implement the physical works and a comprehensive capacity building and institutional development program. Capacity building, training and knowledge management is a core component of Part B of the Program. Procurement under the program will include civil works related to water supply pipelines, pumping equipment, borewells etc, works related to sewerage will include sewerage network, sewage treatment plants and pumping stations, works related to urban transport will include roads, fly overs/underpass, parking etc. and solid waste disposal works will include development of sanitary landfill sites in the project cities. Supply contracts will include supply of solid waste collection and transportation equipments, sanitation equipment, snow clearing equipments, domestic and bulk water meters etc. Procurement to be financed under the program will be carried out in accordance with ADB's Procurement Guidelines 2006 as amended from time to time. National Competitive Bidding (NCB) will be used for civil works contracts up to $10 million and International competitive Bidding for civil works contracts above $10 million. National Competitive Bidding (NCB) and Shopping will be used for procurement of Goods and Services. NCB for Goods and services will be used for contracts estimated at $100,000 to $1.00 million and shopping will be used for contracts value less than $100,000.
