Proposed Multitranche Financing Facility for National Highway Public Private Partnership (Sector) Investment Program
National Highways Authority of India (NHAI) has applied for a loan from the Asian Development Bank (ADB) towards the part of the costs to be incurred for National Highway Development Programme (NHDP) Phase III comprising of upgrading 10,000 km of national highway (NH) to four lane standards. The program would be primarily developed by the private sector under build-operate-transfer (BOT) scheme with the provision of viability gap fund from NHAI. The concessionaire would be selected in accordance with international competitive bidding procedure suitably modified for the Government public private partnership (PPP) contracts and consistent with ADB's Procurement Guidelines, 2006 as amended from time to time. Contract would be awarded to those bidders who claim the least amount of grant under the bidding procedures. ADB would finance the grants for those BOT projects, which meet the prescribed eligibility criteria. The NHAI will be the Executing Agency responsible for overall implementation of the Project. The first batch of bidding document is expected to be available in May 2007, subject to nominal charge.
