Contract:JBP-WW-03 - Branch Sewer Network for the Core Area of Jabalpur

1. India has received a loan from the Asian Development Bank (ADB) towards the cost of the Urban Water Supply and Environmental Improvement in Madhya Pradesh Project and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

2. Jabalpur Municipal Corporation now invites sealed bids for the following: Package No.: JBP-WW-03: Providing, laying, jointing, testing and commission of branch sewer network fir the core area of Jabalpur.

3. Only eligible bidders with the following qualifications should participate in this bidding

  • Minimum Average Annual Construction Turnover of INR1675 Lakh or US$3,640,000.00 within the last three financial years.
  • Participation as a management contractor in at least one contract within the last 10 years with a value of at least INR 1675 Lakh or US$3,640,000 that have been successfully or substantially completed with underground drainage system/water pipeline as one of the major component.
  • Executing and commissioning of one sewer pipeline work within the last 10 years, having minimum 40 km length at least 200 mm diameter.
  • Minimum cash flow requirement shall be INR429 Lakh or US$919,000.
  • In case of joint venture, all partners combined must meet all financial and relevant experience requirements. Lead partner must meet 40% of all financial requirements and each of the other partner must meet the minimum 25% of all financial requirements.

4. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure . The bids may either be sent to the address below or may be submitted electronically.

6. For online bidding, interested bidders may download the Bidding Documentts, QA/QC Manual and Standard Specifications online at www.abcprocure.com /uwseip.

7. To purchase the Bidding Document in English, eligible bidders should:

  • pay a nonrefundable fee of Rs.5,000 or US$110 by demand draft in name of Project Manager, PIU, Jabalpur
  • at or before 15:00 hours, local time on 28 May 2007
  • the documents mayl be sent by courier services for an additional fee of Rs500 for domestic delivery.

8. Bidders must deliver their bids:
  • to the address above
  • at or before 15:00 hours, local time on 28 May 2007
  • together with a Bid Security of Rs.6,700,000 or US$146,000

9. Bids will be opened immediately after the deadline in the presence of bidders' representatives who chose to attend. Late bids will be rejected.

10. In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
