1. This invitation for Bids follows the General Procurement Notice for this project that appeared in the adb.org on 25 November 2005.

2. India has received a loan and a grant from the Asian Development Bank (ADB) toward the cost of the Tsunami Emergency Assistance Project (TEAP) and intends to apply part of the proceeds of this loan to payments under the contract 05/SE/TNMB/2006-07.

3. Tamil Nadu Maritime Board (TNMB) now invites sealed bids from eligible bidders for the procurement of Cutter Suction Dredger along with its accessories, HDPE delivery pipelines and steel anchor lifting float.

4. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope bidding procedure and is open to all bidders from eligible source countries.

5. Only eligible bidders with the following qualifications should participate in this bidding:
  • should have successfully completed contract for supply of at least two cutter suction dredgers of capacity equal to or above 250 m3 /hr over a period of five years.
  • average turnover for production and supply of equipment for the last three years shall be at least INR 250 million or US$5.50 million

6. Interested eligible bidders may obtain further information and inspect the Bidding Documents during 10:00 am to 5:45 pm from the address given below.

7. The Bidding Document, in the English language, may be purchased by interested bidders on the submission of a written application to the address below from 10:00 am to 5:45 pm and upon payment of a non-refundable fee of Indian Rs.18,000/- or US $ 500. The method of payment will be by demand draft in favor of Tamil Nadu Maritime Board payable at Chennai. The document will be sent by post or can be obtained in person. No liability will be accepted for loss or late delivery.

8. Bids must be delivered to the address below at 15 .00 hours on or before 7 June 2007. All bids must be accompanied by a Bid Security of Indian Rs.1,400,000 or US$35,000. Late bids shall be rejected. Bids will be opened immediately thereafter in presence of the bidders' representatives who choose to attend at the address below.

9. TNMB will not be responsible for any costs or expenses incurred bybidders in connection with the preparation or delivery of bids.
