1. India has received a loan from the Asian Development Bank (ADB) toward the cost of the Uttarakhand State Roads Investment Program and it intends to apply part of the proceeds of this loan to eligible payment under the contract for which this Invitation for Bids is issued.

2. The Public Works Department, Government of Uttarakhand invites sealed bids from eligible bidders either as a single entity or as a joint venture for the construction, completion and carrying out routine maintenance for three years after completion of the following works:

National Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure.

3. To obtain further information and inspect the bidding document at the address given below.

4. The bidding document, in the English language, may be purchases by eligible bidders on the the submission of a written application to the address below and upon payment of a nonrefundable fee of Rs 20,000 plus trade tax as applicable to be paid separately. Those bidders who desire to receive the documents by courier/post shall have to pay Rs 500. extra for the postal charges. The method of payment will be through demand draft in favor of Chief Engineer, Level 1, Public Works Department (Government of Uttarakhand) payable at Dehradun. No liability will be accepted for loss or late delivery.

Bid validity period shall be 120 days.

5. A Pre-Bid Meeting will be held at 1100 hours on 11 May 2007.

6. Bids must be delivered to the address below at or before 1500 hours on 25 May 2007. Late bids shall be rejected. Bids will be opened immediately thereafter in the presence of the bidders' representatives who choose to attend at the address given below.

7. PWD, PMU will not be responsible for costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
