1. The Lao People's Democratic Republic has received a grant from the Asian Development Bank (ADB) and a loan from the OPEC Fund for International Development towards the cost of Northern and Central Regions Water Supply and Sanitation Sector Project Part of this grant and loan will be used for payments under the contracts named above. Bidding is open to bidders from eligible source countries of ADB.

2. The Ministry of Communication, Transport, and Construction (MCTPC) now invites sealed bids from eligible bidders for the construction and completion of piped water supply systems in the district towns of Kenethao, Nan and Huon.

The works would include: two towns will have a mountain spring source and the third town will have a lowland river intake with pumping station. All three water supply systems will have appropriate water treatment plants, with capacities ranging from 1,800 m3/day to 2,300 m3/day. Following treatment, clearwater storages and service reservoirs will be provided, which will supply a disinfected and pressurized water supply to the pipe distribution systems. Target populations in the towns range from 11,000 to 14,000.

3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all bidders from eligible source countries of ADB.

4. Only eligible bidders with the following key qualifications should participate in the bidding:
  • Experience in construction for the last three years. For contractors bidding for one contract, he must have participated in at least one contract within the last three years with a contract value of US$700,000. For contractors bidding for two contracts, he must have participated in at least two contracts within the last four years with a contract value of US$800,000. For contractors bidding for three contracts, he must have participated in at least three contracts within the last six years with a contract value of US$1,000,000.
  • Submission of audited balance sheets, income and other financial statements for the last three years with a positive net worth calculated as the difference between total assets and total liabilities should be positive.
  • The minimum average annual construction turnover within the last three years should be US$800,000 for bidders of one contract, US$1.6 million for bidders of two contracts and US$2.4 million for bidders of three contracts.
  • For each contract, the contractor must provide at least one Project Manager with at least seven years of work experience and at least three years of experience in works of similar nature; one Foreman/Construction Supervisor with at least seven years of work experience and at least five years of experience in similar nature; Electrical/Mechanical Supervisor with at least five years work experience and at least three years of experience in similar nature; Commissioning Supervisor with at least five years of work experience and at least three years of experience in similar nature.

6. The Bidding Documents, in the English language, may be purchased by interested eligible bidders on submission of a written application to address above, and upon payment of a nonrefundable fee of US$100 for each set. The method of payment will be in cash.

7. Bids must be delivered to the address above on or before 4 July 2007. All bids must be accompanied by a Bid Security of at least 2% of the Total Bid Price or an equivalent amount in a freely convertible currency. Bids will be opened immediately thereafter in the presence of the bidder's representatives who choose to attend at the address above.

8. In the comparison of bids, ADB's Domestic Preference will be applied in accordance with the provisions stipulated in the Bidding Documents.

  

Specific Notice
