Contract:1.1-Pre-engineered structure for 40 middle schools in Muzaffarabad District, Azad Jammu and Kashmir

1. The Islamic Republic of Pakistan has received a loan and grant from the Asian Development Bank (ADB) towards the cost of Earthquake Emergency Assistance Project, Part of this loan and grant will be used to payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB and bidders from countries eligible for procurement under European Commission regulations.

2. The Earthquake Reconstruction and Rehabilitation Authority (ERRA) now invites sealed bids from eligible bidders for the construction and completion of Pre-engineered Structure for 40 Middle Schools in Muzaffarabad District, AJK

The facilities are to be provided at isolated sites in Muzaffarabad District, AJK in Pakistan which would involve transportation of the Pre-engineered Structures for Seismic design of structure for each school in hilly and remote areas.

A joint venture (or sub contracting) is qualified for the contract. The successful bidder will provide proof of its registration, under the Law, with Pakistan Engineering Council within 30 days after signing the contract.

3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope bidding procedure.

4. Only eligible bidders with the following qualifications should participate in this bidding:
  • has completed at least three turnkey contracts, each with a value of minimum US$5.1 million equivalent, during the last seven years;
  • has designed, supplied and installed at least three similar facilities, during the last seven years; and
  • has an average annual turn over of minimum US$8.6 million equivalent during the last three years.

6. To purchase the bidding documents in English, eligible bidders should:
  • write to address above requesting the bidding documents for Contract No 1.1-Pre-engineered Structure for 40 Middle Schools in Muzaffarabad District, AJK (Design, Supply and Install-Turnkey Contract).
  • pay a non-refundable fee of PKR 7500 (seven thousand five hundred) or equivalent amount in a freely convertible currency by cash or through pay order/bank draft.

Bidding documents will be sent by courier at the address indicated by the prospective bidders. No liability will be accepted for loss or late delivery.

7. Deliver your bid:
  • to the address above
  • on or before the deadline: 10:00 am; 6 June 2007
  • together with a Bid Security of PKR 5,800,000 or an equivalent amount in a freely convertible currency.

Technical bids will be opened immediately after the deadline in the presence of bidder's representatives who choose to attend.

8. The Employer will not be responsible for any costs or expenses incurred in connection with the preparation or delivery of bids.

9. When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding document.
