1. The People's Republic of China (PRC) has received a loan from the Asian Development Bank (ADB) towards the cost of Ningxia Roads Development Project.
2. CMC International Tendering Corporation (CITC), the Procurement Agent authorized by Ningxia Highway Construction and Administration Bureau, the Purchaser, now invites sealed bids from eligible bidders for the following works:

4. International competitive bidding will be conducted in accordance with
ADB's Single Stage: One-Envelope bidding procedure and is open to all bidders from eligible source countries of ADB.
5. Interested eligible bidders may obtain further information from the Procurement Agent or the Purchaser, and inspect the Bidding Documents at the Procurement Agent's address given below from 20 April 2007 at 09:00 to 11:30 and 14:00 to 16:00 hours during working days.
6. The Bidding Document, in the English language, may be purchased by interested eligible bidders on the submission of a written application to the Procurement Agent's address given below and upon payment of a nonrefundable fee of RMB1200 or $150. The method of payment will be in cash or cashier's check. The document will be sent by airmail at additional cost of RMB200 (for domestic) or $25 (for overseas delivery). No liability will be accepted for loss or late delivery.
7. Bids must be delivered to Conference Hall at the Purchaser's address below at or before 15:00 p.m. on 15 June 2007 (Beijing Time). All bids must be accompanied by a Bid Security of not less than RMBY800,000 or USD100,000. Late bids shall be rejected. Bids will be opened immediately thereafter in the presence of bidders' representatives who choose to attend at the Purchaser's address given below.
