1. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Dali-Lijiang Railway Project and it intends that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.
2. China International Tendering Company (CITC), the authorized Procurement Agent of West Yunnan Railway Company Ltd., the Purchaser, now invites sealed bids from eligible bidders from member countries of ADB for the supply and delivery of the following:

Bidders are free to bid for one lot or any combination of lots.
3. International Competitive Bidding will be conducted in accordance with
ADB's Single- Stage: One Envelope procedure and is open to all bidders from eligible source countries.

5. To purchase the Bidding Document in English, eligible bidders should:
- write to the address above
- pay a nonrefundable fee of RMB2,000.0 or USD260.0 in cash. The document will
be sent by mail.
For an additional fee of RMB100 (domestic) or USD50 (international), the documents may be sent by courier services.
6. Bidders should deliver their bids:
- to the address above
- at or before 14:00 hours (Beijing Time) on 23 July 2007
- together with Bid Security of not less than two percent (2%) of the Total Bid Price
7. Bids will be opened immediately thereafter at the Meeting Room of the address above in the presence of the bidders' representatives who choose to attend.
8. The Purchaser will not be responsible for costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
9. In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions of the Bidding Document.
