Loan No. 2140: Andkhoy-Qaisar Road Project
Contract: MPW/103/ADB, design and construction of 85 km of ring road from
Shirin Tagab (km 468) to Andkhoy (km 553)
Deadline for Bid Submission: 18 June 2005
The Islamic Republic of Afghanistan has received a loan from the Asian Development Bank (ADB) towards the cost of the Andkhoy-Qaisar Road Project. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.
The Afghan Reconstruction and Development Services Procurement Unit (ARDS-PU), acting on behalf of the Ministry of Public Works (MPW), the Employer, invites sealed bids from eligible bidders for the design and construction of 85 km of ring road Shirin Tagab (km 468) to Andkhoy (km 553) ("the Works").
The Works include:
- clearance of mines and unexploded ordinance
- survey
- detailed design of works
- rehabilitation and reconstruction of the road to an asphalt-paved standard
- installation of road tolling facilities including toll plazas, computers and communications equipment, and weighing machines for the project road
- construction of roads and car parks
- drainage structures
- pavement marking
- staff housing
International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible source countries of the ADB.

Bidding documents in English will be issued on a CDROM and by email. Eligible bidders should request ARDS to obtain the bidding documents from the address above.

Bidders should deliver their bids:
- to the Procurement Manager at the address above
- on or before the deadline: 12:00 hours on 18 June 2005
- together with a Bid Security of US$240,000 or an equivalent amount in a freely convertible currency.
Technical bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend at 14:00 hours on 18 June 2005 at the above address.
Financial bids will be opened in the presence of the qualified bidders' representatives who choose to attend on a date and time to be advised following evaluation of the Technical Proposals at the address stated below:
