The People's Republic of Bangladesh has received loans from the Asian Development Bank (ADB) towards the cost of the West Zone Power System Development Project, and it is intended that a part of the proceeds of this loan will be applied to eligible payments under the contract for which the Invitation for Bids is issued.

The Power Grid Company of Bangladesh Limited (PGCB) now invites sealed bids from eligible bidders from member countries of the ADB for the design-build and turnkey contract for capacity upgradation of 230/132kV substations at Rampura and Haripur. The Works include:

  1. Construction of 230 kV Substation at Baghabari (Busbar with Circuit Breaker arrangement):

    Design, supply, delivery, installation, testing & commissioning on turnkey basis of a new Substation at Baghabari with outdoor 230 kV switchgear and associated control, protection and fbre optic multiplexer equipment, seven units 75MVA, 230/132 kV single phase auto transformers, which will form two banks of three phase 225MVA transformers (seventh unit is spare), auxiliary transformers, associated switchgear, control and protection equipment and civil works. 132 kV busbar will not be constructed. The 132 kV side of 230/132 kV transformer will be connected to the open bays of existing 132 kV substation (1.5 breaker scheme).

  2. Extension of Existing 230 kV Substation at Ishurdi (1.5 Breaker Scheme):

    Equip one partially equipped diameter with one circuit breaker (CB) and other associated equipment and extend one diameter partially for one bay by installing two CBs and other associated equipment as required at existing Ishurdi 230 kV substation with necessary control, metering, protection, communication equipment and replacement of existing busbar protection relays for complete 230 kV substation including future 2 (two) bays for Khulna 1 and 2.

Details and specifications are provided in the Bidding Documents.

Bidders (lead partner in case of Joint Venture) must have successfully completed at least 3 (three) comparable turnkey contracts involving design, supply, installation, and testing & commissioning with two bays of 220kV or higher voltage substation together with 220 kV or higher rating, 200MVA or higher capacity power transformers within the last 10 (ten) years as on the date of bid opening of which, at least one installation shall be in successful operation for minimum of three years.

Bidders (lead partner in case of joint venture) must demonstrate their management capability with at least one turnkey contract of not less than $8.0 million outside the bidder's own country within the last 10 (ten) years.

Bidders must have liquid Assets and Annual Turnover (average of last 3 years) of more than $1.0 million and $8.0 million, respectively. The lead partner in case of joint venture shall meet not less than 50% of the criteria given above. Bidders must submit financial statements (balance sheet, income statement and cash flow statement) either audited or duly certified by a registered accountant and supported by copies of tax returns for last three years, as on the date of bid opening, along with the bid.

The proposed equipment under the contract shall be procured from an ISO 9001/ISO9002 or equivalent certified manufacturer who has designed, manufactured, type tested and supplied respective equipment of similar or higher specifications required by this bid for the last 10 (ten) years. The equipment shall also be in satisfactory service in humid tropical climate for a minimum of 3 (three) years as on the date of bid opening.

All the works under this turnkey contract shall be completed within 21 (twenty one) months from the date of signing of the contract.

International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible source countries.

To purchase the bidding documents in English, eligible bidders should:

  • write to the above address
  • pay a non-refundable fee of US$300.00 or Tk.18,000.00 in the form of Pay Order/Demand Draft in favor of the Company Secretary, PGCB.

Bidders must deliver their bids:

  • to the Company Secretary, PGCB at the above address
  • on or before the deadline: before 1100 hrs. (Bangladesh Standard Time) on 31 May 2005. Late bids will be rejected.
  • together with a Bid Security of US$150,000.00 or an equivalent amount in a freely convertible currency

Technical proposals will be opened immediately thereafter in the presence of Bidder's representatives who choose to attend.

The price proposals and supplementary price proposals, if provided, will be opened in the presence of the bidder's representatives who choose to attend at the time and date and at the address to be advised by the Employer after approval of the ADB of the evaluation of the technical proposals.

PGCB will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids, including costs and expenses related to visits to the sites of installation of the Works.

When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
