Loan No. 2121/2122: Second Education Sector Development Program
The Kingdom of Cambodia has received two loans from the Asian Development Bank (ADB) toward the cost of the Second Education Sector Development Program (ESDP II).
The overall objective of the two loans under ESDP II is to contribute to poverty reduction by improving access to and quality of secondary education and providing opportunities for skills development for out of school youth. ESDP II, building on the work of ESDP I, will help about 4.2 million students gain access to quality basic and upper secondary education in Cambodia, It will also help establish a market-responsive education and training system that will help increase the level of education attainment in the workforce and, consequently, boost household incomes.
More specifically, the program loan will support policy measures to address four of the main challenges facing the education sector: (i) increasing equitable access to education and training services;(ii) improving the standards, quality, and internal efficiency of the education sector; improving the sector's capacity for greater education decentralization; and increasing the mobilization of resources and their allocation.
The investment project, will supplement the policy initiatives under the Program to enhance equitable access, improve the quality of lower and upper secondary education, and provide demand-driven, community-based skills training opportunities mainly for out-of-school youth, in underserved areas, through (i) expanding lower secondary education opportunities, (ii) expanding secondary education opportunities, and (iii) expanding community-based skills training for out-of-school youth in poor communes.
Procurement
Procurement of goods, civil works and services for the Project will be carried out in accordance with ADB's Guidelines for Procurement. The investment project will provide expansion of facilities of 340 incomplete primary schools in remote areas; 400 lower secondary schools in unserved communes; 24 model upper secondary schools; 25 rural upper secondary schools in underserved areas; science and mathematics and ICT facilities; and upgraded skills training management facilities and tool banks in 7 provinces. The Department of Materials, and State Property (MOEYS) under the supervision of the General Department of Administration and Finance will be responsible for all procurement for the lower and upper secondary components, while the Ministry of Labor and Vocational Training will be responsible for all procurement for the community-based skills training component, through international competitive bidding (if any), local competitive bidding (e.g. for civil works), and international shopping or direct purchase basis.
Consulting Services
A total of 65 person-months of international and 150 person-months of domestic consulting services will be provided. International and domestic consultants will be recruited according to ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for the engagement of domestic consultants.
MOEYS is the executing agency for the program loan and for the lower and upper secondary education components of the project loan. The Ministry of Labor and Vocational Training is the executing agency for the community-based skills training component of the project loan.
