Deadline of Bids: 7 March 2005
India has received a loan from the Asian Development Bank (ADB) towards the cost of the Kolkata Environmental Improvement Project. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.
The Project Director, Project Management Unit, KEIP on behalf of Kolkata Municipal Corporation (the Employer), invites sealed bids from eligible bidders for the construction of sewerage and drainage including house connection for Borough XIV. International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two Envelope bidding procedure and is open to all bidders from eligible source countries. To purchase the bidding document in English, eligible bidders should:
- write to the address above
- pay a non-refundable fee of Rs10,000 or US$250. The document will be sent by courier for an additional fee of Rs2,500 for delivery within India or Rs6,000 or US$150 for delivery outside India. The fee shall be paid in form of demand draft favoring The Kolkata Municipal Corporation, payable at Kolkata.

(b) General Construction Experience
Experience in construction contracts in the role of contractor, subcontractor or management contractor for a minimum of 10 years.
(c) Construction Experience in Contracts of Similar Size and NatureParticipation as contractor, subcontractor or management contractor in at least two contracts within the last 10 years each with a value of not less than the values as indicated in the table below involving the laying of conduits/pipe line/underground RCC box. Further, at least one of the above shall be in sewerage/underground drainage works in urban areas.

Alternatively to the above, participation as contractor, subcontractor or management contractor in at least two contracts, each with the value indicated above, with at least one contract in sewerage/underground drainage works in urban areas having minimum value of US$1.0 million consisting of sewer laying of 150 - 600 mm including appurtenances of 10 km m length and sewer laying of above 600 mm including appurtenances of 5 km length.
(d) Construction Experience in Key ActivitiesFor the above or other contracts bidders shall have achieved the following minimum production rates in the following key activities

Bidders are allowed to bid for any lot for which they meet the above qualification requirements. However, a bidder may only be awarded a total contract value or number of contracts for which he meets the aggregated requirements.
A Pre-bid meeting will be held in the office of the Project Director, KEIP at 11:00 am (IST) on 11 January 2005. Bidders are encouraged to participate in this meeting and it is desirable that bid document is studied thoroughly before this meeting.
The Project Director, KEIP will arrange site inspection on 10 January 2005. Bidders are advised to send their representatives to the KEIP office at the address above at 10:30 a.m. (IST) and proceed to site with PMU Engineers.
Bidders shall deliver their bids:
- to the address above
- on or before the deadline: 2:30 p.m. (IST) on 7 March 2005.
- together with a separate Bid Security for each lot as indicated in the following table or an equivalent amount in a freely convertible currency.

Technical Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend. Price proposals of technical responsive bids will be opened later at a date, time and place to be advised by Kolkata Municipal Corporation.
When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
Specific Notice
