India has received a loan from the Asian Development Bank (ADB) towards the cost of "Design-Build and Turnkey Contract for Assam Power Sector Development Project in the State of Assam (India) and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for "Construction of New Sub-stations". Bidding is open to bidders from eligible source countries of the Asian Development Bank.
The Assam State Electricity Board ("the Employer") invites sealed bids from eligible bidders for "Design-Build Turnkey Execution and Completion of New Sub-stations in Assam" under the Assam Power Sector Development Project. The scope of work briefly covers design, engineering, manufacture, assembly, inspection, testing, at manufacturer's works before dispatch, packing, supply, including insurance during transit, delivery at site, erection with all accessories and commissioning. This program also includes construction of Control Room Building and other facilities in the switchyard. The total project work is as detailed below:

The Bidder is to note that "Conductors" and "LT Power and Control Cables" required for execution of the will be supplied by the Employer. Howerver, "stringing of conductors", "laying of cables and termination" and handling of these items will be in the scope of the Contractor.
As detailed in the above table, the entire substation construction project has been divided into 5 packages, namely package (A) to package (E). Though invitation to bid has been made together, all the packages will be treated as independent tenders.
A bidder may opt to bid against any one number of packages or he may participate in all the packages.
The bids will be submitted in separate sealed envelopes identified distinctly as Package A, B, C, D, E. He will also tender separate bid guarantee against individual packages.
International competitive bidding will be conducted in accordance with ADB's Two-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible source countries.

To purchase the bidding documents in English, eligible bidders should:
- submit written application to address above from 10:00 hours to 17:00 hours IST on all working days from 11 February 2005 to 11 May 2005.
- pay a non-refundable fee of Rs10,000 or US$200 by crossed demand draft in favour of "Assam State Electricity Board". The draft shall be payable at Guwahati. Bid documents may be sent by post/courier on written request of Bidder for an additional fee of Rs1,000 or US$20.
