Contract: Execution and completion of new 220 kV and 132 kV transmission lines in Assam under a turnkey contract

India has received a loan from the Asian Development Bank (ADB) towards the cost of the Assam Power Sector Development Project. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.
The Assam State Electricity Board (ASEB) (the Employer) invites sealed bids from eligible bidders for the Execution and completion of new 220 kV and 132 kV transmission lines in Assam under a turnkey contract. The work includes check survey, design, engineering, manufacture, assembly, inspection, testing at manufacturer's works before dispatch, packing, supply, including insurance during transit, delivery at site of towers/tower parts, bolts and nuts, tower accessories, line material like hardware fittings and accessories for conductor and earth wire (excluding supply of conductor), insulators and insulator hardware, storage at site, casting of foundations, erection, stringing, testing and commissioning of erected transmission lines.
The entire transmission construction project has been divided into 4 packages:
- Package 1: A 132kV transmission lines in length of 193 km;
- Package 2: 2 nos. of 132 kV transmission line in total length of 148 km;
- Package 3: A 220 kV transmission line and 8 nos. of 132kV transmission lines in total length of 78.45 km;
- Package 4: A 132 kV transmission line in length of 76 km.
A bidder may opt to bid for any number of package or for all the packages. The bids will be submitted in separate sealed envelopes identified distinctly as Package 1,2 3, and 4. He will also submit separate bid guarantees for each package.
International competitive bidding will be conducted in accordance with ADB's Two-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible source countries.

To purchase the bidding documents in English, eligible bidders should:
- write to address above
- pay a non-refundable fee of Rs10,000 or US$200 by crossed demand draft in favor of " Assam State Electricity Board". The draft shall be payable at Guwahati.
The bidding documents shall also be sent by post/courier on a written application and on submission of an additional amount of Rs.1,000 or US$20 by crossed demand draft.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.
When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
