This Invitation for Bids follows the General Procurement Notice for this project that appeared in the "ADB Business Opportunities", issue of January 2004.
India has received a loan from the Asian Development Bank (ADB) toward the cost of the Assam Power Sector Development Project, and it intends to apply part of the proceeds of this loan to payments under the contract for which this Invitation for Bids is issued.
The Assam State Electricity Board (ASEB) now invites sealed Bids from eligible Bidders from member countries of the ADB for the "Design-Build Turnkey Execution and Completion of Augmentation & Extension of Existing Sub-stations in Assam under this Project.
The scope of work briefly covers design, engineering, manufacture, assembly, inspection, testing at manufacturer's works before dispatch, packing, supply, including insurance during transit, delivery at site, erection with all accessories and commissioning. This program includes augmentation of Sub-station capacity by replacement of existing transformers with new transformers of higher capacity. The scope of work also includes erection of new 220 & 132 kV Line Bays. The total project work is detailed below:

A Bidder may opt to bid against any one package or both packages.
International competitive bidding will be conducted in accordance with ADB's Two-Envelope:Two-Stage bidding procedure and is open to all Bidders from eligible source countries. Bidders are to submit simultaneously two sealed envelopes, one containing the technical proposal and one containing the price proposal. Initially, only the technical proposals are opened. Technical proposals which are submitted by non-qualified Bidders or which are not substantially responsive are rejected. The substantially responsive technical proposals which have been submitted by qualified Bidders are discussed with the Bidders and Bidders are requested to adjust their proposals to reflect the changes and amendments requested by the Employer. The Bidders are further requested to submit a supplementary price proposal which contains the changes in price resulting from the discussed changes in technical proposals. The original price proposal and the supplementary price proposal are opened simultaneously in public.
Interested eligible Bidders may obtain further information from Chief Engineer (T&T), ASEB and inspect the Bidding Document at the address given below.
The Bidding Document, in the English language, may be purchased by interested eligible Bidders on submission of a written application to the address below from 10:00 to 17:00 hours and upon payment of a nonrefundable fee of Rs10,000 or US$200. The method of payment will be by crossed demand draft in favor of "Assam State Electricity Board". The draft shall be payable at Guwahati. The document will be sent by post or courier upon payment of an additional amount of Rs1,000 or US$20 by crossed demand draft. No liability will be accepted for loss or late delivery.
Bids must be delivered to the address below in accordance with the Instructions to Bidders at or before 12:00 hours on 27 May 2005. All Bids must be accompanied by a Bid Security amounting to (i) INR 3.3 million or US$0.07 million for Package A; (ii) INR 6.6 million or US$0.14 million for Package B, or an equivalent amount in freely convertible currency, or an equivalent amount in the currency of bid. The Bid Security must be included with the Technical Proposal. Late bids shall be rejected. Qualifying and Technical Proposals will be opened immediately thereafter in the presence of the Bidders' representatives who choose to attend.
ASEB will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
