The Power Grid Corporation of India Ltd., India has received a loan from the Asian Development Bank (ADB) towards the cost of the Power Grid Transmission (Sector) Project, and it is intended that part of the proceeds of this loan will be applied to eligible payment under the contract for which this Invitation for Bids is issued.

The Power Grid Corporation of India Ltd. (POWERGRID) (Purchaser) now invites sealed Bids from eligible Bidders from member countries of ADB for the following:

C-52706-L175-7 for Conductor Pkg-B1,
C-52707-L175-7 for Conductor Pkg-B2,
C-52706-L179-7 for Insulator Pkg-C1 &
C-52707-L179-7 for Insulator Pkg-C2
Tower Packages -A1 and A2 involve:
Design, Engineering, Supply, Delivery and Installation of 400 KV D/C Trinuelveli - Udumalpet Transmission Lines associated with Grid Strengthening for TN -I Project.

Line Material Packages -B1, B2, C1 and C2 involve:
Design, Engineering, manufacturing, testing, Supply and Delivery and delivery of goods (i.e. conductor and insulators) at Site for 400 KV D/C Trinuelveli - Udmalpet Transmission Lines associated with Grid Strengthening for TN-I Project.

International competitive bidding will be conducted in accordance with ADB's Single Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries of the ADB.

A Pre-Bid conference for Tower Packages -A1 and A2 will be held at the office of the Purchaser at Gurgaon (Haryana), India on 17 May 2005.

To purchase the Bidding Document in English, eligible bidders should:

  • write to address above requesting the Bidding Document from 15:00 to 16:00 ours (IST) on all working days from 16 April to 16 June 2005
  • pay a nonrefundable fee of of Rs.10,000/- or US$200 payable by crossed bank draft in favour of 'Power Grid Corporation of India Ltd.', payable at New Delhi or Gurgaon.
Bidders must deliver their bids:
  • to the address above
  • on or before 11:00 hrs (IST) on 17 June 2005
  • together with a Bid Security of :
    Tower Package-A1 : US$ 200,750
    Tower Package-A2: US$ 210,650
    Conductor Package-B1: US$142,000
    Conductor Package-B2: US$141,000
    Insulator Package-C1: US$ 16,000
    Insulator Package-C2: US$20,000
or equivalent amount in Indian Rupees or another freely convertible currency in favour of Power Grid Corporation of India Ltd.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who chose to attend.

Alternative bids shall not be permitted.

POWERGRID will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.

Detailed Qualifying Requirements (QR) are given in the Bidding Document. The complete Bidding Document including tender drawings is available at www.powergridindia.com. Interested bidders can download the Bidding Document and commence preparation of bids to gain time. However, for submission of the bids, bidders will be required to purchase the Bidding Document from POWERGRID, which will be duly authenticated by the executive issuing the document. In case of any discrepancy between the document downloaded and the Bidding Document issued by POWERGRID official, the latter shall prevail.
