This Invitation for Bids follows the General Procurement Notice for this project that appeared in the "ADB Business Opportunities", issue no. Volume 25/No. 5, May 2003.

The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Wuhan Wastewater Management Project, and it is intended to apply a portion of the proceeds of this loan to eligible payment under the contract for which this Invitation for Bids is issued.

China International Tendering Company (Procurement Agent), authorized by and on behalf of the Wuhan Urban Drainage Development Co. Ltd. (Purchaser) now invites sealed Bids from eligible Bidders for the procurement of the following goods and related services for Huangjiahu Wastewater Treatment Plant:

  1. Coarse bar screen and influent pumping station;
  2. Fine bar screen, aerated grit chamber and overflow wellr;
  3. Front-end anaerobic oxidation ditch;
  4. Secondary sedimentation tank and combination well;
  5. Sludge pumping station;
  6. Contacting disinfection tank;
  7. Chlorination Chamber;
  8. Sludge thickening and dewatering room;
  9. General layout and effluent pipeline;
  10. Electrical equipment;
  11. Instrument and automation system;
  12. Laboratory apparatus;
  13. Maintenance equipment and tools;
  14. Etc.

International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries of the ADB.

Bidders (partner in charge in case of joint venture) must have experience as main contractor in the last eight (8) years for (i) at least one secondary wastewater treatment plant with similar capacity (100,000 m3/day) and process (front-end anaerobic oxidation ditch process) that has been in operation for over one (1) year; or (ii) one water supply treatment plant with a capacity of 200,000 m3/day that has been in operation for over one (1) year and at least one contract that involves supply and installation of wastewater treatment plant.

The manufacturer for major equipment shall have at least five (5) years of documented successful manufacturing experience for similar products.

Bidders must also have liquid assets and /or evidence of access to or availability of credit facilities equivalent to no less than US$2.0 million for the sole purpose of this contract. Audited financial statements of the bidder and all joint venture partners for the last three years shall be submitted to demonstrate the current soundness of the applicants.

Interested eligible Bidders may obtain further information from China International Tendering Company and Wuhan Urban Drainage Development Co. Ltd. and inspect the Bidding Document at the address given below from 28 February 2005 from 9:00 to 11:30 and from 14:30 to 17:00 (Beijing time) during working days.

The Bidding Document, in the English language, may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of RMB 2,500 or US$300. In addition, bidders may obtain a set of the design drawings by paying a deposit of RMB 5,000 or US$600, which will be refunded when the drawings are returned. The method of payment will be by cash or cashier's check. Requests submitted by mail should include a certified check in the amount and currency indicated above plus the post fee of RMB200 (Domestic) or US$100 (Abroad) for each set of Bidding Document in favor of the Purchaser. In this case, the Purchaser will promptly dispatch the document by express airmail, but under no circumstances can it be held responsible for loss of the documents so mailed to the Bidders.

Bids must be delivered to the address of the Purchaser below at or before 10:00 am (Beijing Time) on 30 April 2005. All Bids must be accompanied by a Bid Security of not less than two per cent (2%) of the total bid price or an equivalent amount in a freely convertible currency. Late Bids will be rejected. Bids will be opened immediately thereafter in the presence of the Bidders' representatives who choose to attend.

The Procurement Agent and the Purchaser will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
