Loan No. 2146: Coal Mine Methane Development Project

The People's Republic of China has received a loan from ADB to help finance the cost of the Coal Mine Methane Development Project.

The Project will establish a coal mine methane (CMM) development project at Jincheng in the southern part of Shanxi Province, with the following components: (i) Part A, coalbed methane and coal mine methane production for a power plant of 120 megawatts; (ii) Part B, CMM transmission and distribution to consumers in the Jincheng area; and (iii) Part C, institutional strengthening and capacity building.

The proceeds of the loan are intended to be used for the procurement of the following packages:

(i)   through international competitive bidding procedure;
  • internal combustion gas engines
  • steam turbines
  • waste heat boilers
  • CMM compressors
  • step-up transformers
  • gas transmission pipelines
  • pressure regulating equipment
  • transformers and related equipment
  • various size gas distribution pipelines
  • gas storage tanks
(ii)  through international shopping procedure;
  • cables and steel towers
  • automatic control systems
  • dryers
  • gas boilers
  • generators
  • inspection equipment
  • valves
  • pressure regulators
  • boiler, compressor, and other equipment
  • gas supply station equipment
  • operation and maintenance equipment
  • electrical and miscellaneous equipment
(iii) through local competitive bidding procedure;
  • Construction and control center
  • Construction of gas gathering stations

The first batch of bidding documents for the above items is expected to be available on or about April 2005, subject to a nominal charge.
