The Democratic Socialist Republic of Sri Lanka has received a loan from the Asian Development Bank (ADB) towards the cost of the Coastal Resource Management Project and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract named above. Bidding is open to bidders from eligible source countries of the Asian Development Bank.

Similarly the above-mentioned loan will be used for payments under the contract named "Construction of Ambalangoda Fishery Harbour - Marine Works". The Employer invites bids simultaneously to this invitation. Bidders may bid for one or both contracts. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided those discounts are included in the Letter of Bid.

The Ministry of Fisheries and Aquatic Resources (the Employer) invites sealed bids from eligible bidders for the construction and completion of two rock armoured breakwaters, comprising rock armour (approx. 86,000 m³) and core material (approx. 42,000 m³), 150 m length of quay wall (steel sheet pile with concrete capping beam), hard and soft dredging to -3.5m MSL (approx. 24,000m³) and to -5.0m MSL (approx. 10,000m³), approx. 33,000m³ of reclamation and filling with rock revetted slopes ("the Works").

Bidders who intend to pursue the contract named above, either as a single entity or in joint venture, must fulfil the following fail-pass criteria:

  • Minimum average annual construction turnover must not be less than seven (7) million US Dollar, calculated as total certified payments received for contracts in progress or completed, within the last three (3) years;
  • Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash-flow requirement of US Dollar one (1) million and the overall cash flow requirements for this contract and its current works commitment;
  • Bidder must have experience under construction contracts in the role of contractor, subcontractor, or management contractor for at least the last 5 (five) years prior to the application submission deadline;
  • Bidder must have participated as contractor, management contractor, or subcontractor, in at least 2 (two) contracts within the last 5 (five) years, each with a value of at least US Dollar 4 (four) million that have been successfully or are substantially completed and that are similar to the proposed works and
  • Bidder must have construction experience within the last 5 (five) years in the following key activities: (i) rubble mound structures in at least 5 (five) meter water depth in exposed waters; (ii) dredging of sand and rock in at least 5 (five) meter water depth and (iii) steel sheet pile quay structures in at least 5 (five) meter water depth.

To purchase the bidding documents in English, eligible bidders should:

  • write to the address above requesting the bidding documents for:

  • pay a non-refundable fee of LKR 10,000 by a bank draft in favor of the Employer.

Bidders should deliver their bids:

  • to the address above
  • on or before the deadline: 2:00 p.m., 18 May 2005
  • together with a Bid Security of LKR 4,000,000.- (four million) or an equivalent amount in a freely convertible currency.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.
