Loan Nos. 2205/2206: East-West Highway Improvement Project
Azerbaijan has applied for a loan from the Asian Development Bank (ADB) towards the cost of East-West Highway Improvement Project. The loan was approved 8 December 2005. The Project has four components:- improvement of 127 kilometers of two-lane paved road on the sections of Yevlakh-Ganja and Qazakh-Georgian border of Azerbaijan's primary east-west highway;
- improvement of 10 local roads totaling about 65 km in the project area;
- support for policy reform and improved governance in the road subsector through international strengthening; and
- facilitation of the movement across Azerbaijan's border (at Ridge Bridge) with Georgia.
ADB-funded goods and services will be procured in accordance with ADB's Guidelines for Procurement. Through International Competitive Bidding:
- Civil Works for the improvement of the East-West Highway
- Yevlakh-Ganja section (remaining road and Ganja bypass)
- Qazakh-Georgian border section
- Equipment for road condition survey, road maintenance and vehicle weighing, and border inspection for means of transportation and passengers at Red Bridge

The Project will require 933 person-months of consulting services (104 international and 889 domestic) to support implementation. ADB-financed consultants will be selected and engaged according to the Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for engaging domestic consultants.
