Contract: Design, Build, Commission, Trial Run and Operation of Canal Pumping Stations at Chowbhaga, Keorapukur, Monikhali
Deadline for Bids: 20 April 2006

India has received a loan from the Asian Development Bank (ADB) towards the cost of Kolkata Environmental Improvement Project and it intends that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

Irrigation and Waterways Department, Government of West Bengal, the Employer, through the Project Management Unit, KEIP, now invites sealed Bids from eligible Bidders from member countries of ADB for:

  • Construction of pump house including sump, forebay and energy dissipater for all three pumping stations, canal inlet (forebay) and outlet of each pumping station up to battery limit, new access roads, new boundary wall/fencing and gates, civil works for substation including miscellaneous works for Chowbhaga, Keorapukur and Monikhali pumping stations
  • Supply, installation and commissioning of vertical wet pit axial flow type pumps of capacity 4.25 cu.m/sec and 1.42 cu.m/sec including drive unit, trash rack, removable screen, drop lock gate, pipes and fittings, flap valves, electrically operated traveling crane, chain pulley, 11 kV vacuum circuit breaker, dry type transformers, allied electricals, panels, cabling, earthing, instrumentation and communication facilities, etc. for Chowbhaga, Keorapukur and Monikhali pumping stations
  • Operation and maintenance of the whole installation after commissioning for a period of one year which shall include six months trial period during the warranty period complete with manpower, consumables, etc

International Competitive Bidding will be conducted in accordance with Two-Envelope Bidding procedure and is open to all bidders from eligible source countries.

Interested eligible Bidders may obtain further information and inspect the Bidding Document at the address given below.

To purchase the Bidding Document in English, eligible bidders should:
  • write to the address given below
  • pay a nonrefundable fee of Rs.10,000 or USD250 by demand draft in favor of the "Senior Engineer, Project Management Unit, KEIP, Irrigation and Waterways Department, Government of West Bengal" payable at Kolkota
The Bidding Document will be sent by courier for an additional fee of Rs. 2,500 (domestic delivery) or Rs 6,000 or 150 USD (international delivery).

A pre bid meeting shall be held in the office of the Project Director, KEIP at 11.00 A.M. (IST) on 1 March 2006.

Bidders should submit their bids:
  • to the address below
  • at or before 2:30 p.m. (IST) on 20 April 2006
  • together with a Bid Security of Rs 4,800,000 or an equivalent amount in a freely convertible currency

Late Bids shall be rejected. Bids will be opened immediately thereafter after the deadline in the presence of Bidders' representatives who choose to attend at the address stated below.

The Employer will not be responsible for costs or expenses incurred by bidders in connection with the preparation and delivery of bids. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
