India has received a loan from the Asian Development Bank (ADB) towards the cost of Railway Sector Improvement Project and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

Rail Vikas Nigam Limited now invites sealed Bids from eligible Bidders for manufacture and supply of 7775 MT of 52kg IRS rails (Grade 880, Class A) conforming to Indian Railway Specifications IRS-T-12-96 for various railroad projects in different regions of India.

(Details and specifications are provided in the Bidding Document).

International competitive bidding will be conducted in accordance with ADB's Single Stage: Two-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

To obtain further information and inspect the Bidding Document, eligible bidders should contact the office of at the address given below from 10.00 hours to 15.00 hours (Indian Standard Time) on all working days.

To purchase the Bidding Document in English, eligible bidders should:
  • write to the address below
  • pay a nonrefundable fee of USD200.0 or INR9000 by demand draft in favor of "Rail Vikas Nigam Ltd." payable at New Delhi, India
  • pay an additional fee of INR500.0 (domestic) or USD100.0 (abroad) for delivery of Bidding Document by courier. No liability will be accepted for loss or late delivery.
Bidders must deliver their bids:
  • to the address below
  • on or before the deadline stated in the Bidding Document
  • together with a Bid Security of not less than 2% of the Total Bid Price

Bids will be opened promptly after the deadline in the presence of bidders' representatives who chose to attend. Late bids will be rejected.

Rail Vikas Nigam Limited will not be responsible for costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.

A Pre-bid Meeting, as stated in the Bidding Document, will be held at the address given below to clarify issues, if any, and to answer questions on any matter raised. The queries may also be sent to the address below.
