India has received a loan from the Asian Development Bank (ADB) towards the cost of Assam Power Sector Development Program, and it intends that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

The Assam State Electricity Board (ASEB), the Employer, now invites sealed bids from eligible Bidders from member countries of ADB for the following:

Procurement of Grid Communication (PLCC) Equipment and Accessories for Substations in Assam - The works include installation, supervision, technical/engineering support and civil/building modifications as well as testing and commissioning of the supplied equipment. (Details and specifications are provided in the Bidding Document)

International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two- Envelope Bidding Procedure and is open to all Bidders from eligible source countries of the ADB.

To obtain further information and inspect the Bidding Document, bidders should contact:

  • from 1000 to 1400 hours commencing 13 March 2006 to 12 June 2006

To purchase the Bidding Document in English, eligible bidders should:
  • write to address below
  • pay a nonrefundable fee of Rs.5,000 or US$111 payable by bank draft in favor of 'Assam State Electricity Board, Guwahati".

The Document will be sent by airmail for overseas delivery and surface mail or courier for local delivery for an additional fee of Rs.1,500 or US$33. No liability will be accepted for loss or late delivery

Bidders must deliver their bids:
  • to the address below
  • on or before 1400 hours (IST) on 12 June 2006
  • together with a Bid Security of Rs. 4.68 million or US$0.11 million.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who chose to attend.

ASEB will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
