The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Tianjin Wastewater Treatment and Resources Protection Project and it intends to apply part of the proceeds of this loan to payments under the contract for which this Invitation for Bids is issued.

The China National Machinery Import and Export Corporation (CMC), authorized by Tianjin Luanhe Drinking Water Sources Engineering Co., Ltd., the Procurement Agent, invites sealed bids from eligible bidders from member countries of ADB for the supply of the following goods for the Project:

International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries.

Bidder could bid for one lot, all lots or any combination of lots.

The Bidder of each lot must have successfully and completely supplied the goods, as main supplier, for at least three contracts with similar, nature, and complexity of the lot under this bid, within the last 3 years.

To purchase the Bidding Document in English, eligible bidders should:
  • write to the address above
  • pay a nonrefundable fee of RMB 1,000 or USD150 for each lot, between 8:30-11:30 am and 13:30 to 15:30 pm (Beijing time), in cash or check in favor of the Procurement Agent.
The Bidding Document will be send by express mail.

Bidder should deliver their bids:
  • to the address above
  • on or before 10:00 a.m. (Beijing Time) on 24 March 2006.
  • together with Bid Security of not less than two percent (2%) of the Total Bid Price.
Late bids will be rejected.

Bids will be opened at immediately in the presence of the bidders' representatives who choose to attend at the address given above.

The Procurement Agent will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
