The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Liaoning Environmental Improvement Project and it intends that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

Shenyang Tendering Center (STC), the Procurement Agency authorized by Yingkou Heating Company, invite sealed bids from eligible bidders from member countries of ADB for the supply of the following Goods:

    0614-0620SY060013:

  • Boiler, 75t/h, 1 set
  • Steam Turbine Power Generator Unit Set, 12MW, 1 set

    0614-0620SY060014:

  • Peak Shaving Boiler House Equipment
  • Heat Exchange Station Equipment
  • Material for Heat Supply Pipe Network
  • Material for Steam Pipe System
  • Electrical System Equipment

International competitive bidding will be conducted in accordance with ADB's Single-Stage: One Envelope procedure and is open to all bidders from eligible source countries.

Interested eligible bidders may obtain further information from the office address given below between 9:00 a.m.-11:00 a.m. and 1:30 p.m.- 4:00 p.m. starting 24 March 2006 (except weekends and holidays)

To purchase the Bidding Document in English, eligible bidders should:
  • write to the address below
  • pay a nonrefundable fee of CNY 2,000.00 or USD250.00.

Requests submitted by mail must include a certified check in favor of STC in the amount indicated above plus postal fee of US$25 (abroad) or CNY100 (domestic).

Documents will be sent by express airmail. No liability will be accepted for loss or late delivery.

Bidders must deliver their bids:
  • on or before 10:00 a.m. (Beijing Time) on 16 May 2006. Late Bids will be rejected
  • together with Bid Security of not less than two percent (2%) of the Total Bid Price.

Bids will be opened immediately thereafter in the presence of the bidders' representatives who choose to attend.

STC will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.
