1. This Invitation for Prequalification follows the General Procurement Notice (GPN) for this project that appeared in the Asian Development Bank (ADB)'s Business Opportunities on 28 November 2006. The eligibility rules and procedures of ADB will govern the prequalification and the bidding process.

2. The Republic of Azerbaijan has received a loan from ADB towards the cost of the East-West Highway Improvement Project.

3. The Road Transport Service Department of the Ministry of Transport, Republic of Azerbaijan (hereinafter referred to as the "Employer") intends to prequalify firms for the following contracts under this project.

Contract 1 covers the reconstruction works of the Ganja Bypass section and comprises reconstruction of existing 2-lane highway in the length of 39 km including construction of 3 new bridges and culverts.

Contract 2 covers the reconstruction works of the section between Gazakh and the Georgia State border and comprises reconstruction of existing 2-lane highway in the length of 38 km including construction of 3 new bridges and culverts.

4. It is expected that the Invitation for Bids will be made in the second quarter of 2007.

5. Interested eligible Applicants may obtain further information from the Road Transport Service Department and inspect the Prequalification Document at the address given below, from 10:00 to 16:00 hours

6. The Prequalification Document, in the English language, may be purchased by interested Applicants on the submission of a written application to the address below and upon payment of a nonrefundable fee of 200 (two hundred) AZN or equivalent in a convertible currency. The method of payment will be by bank transfer to:

The document will be sent by courier. No liability will be accepted for loss or late delivery.

7. Applications must be delivered to the address below at or before 12 noon (local time) on 16 March 2007. The Employer reserves the right to accept or reject late applications.

8. The Employer will not be responsible for any costs or expenses incurred by Applicants in connection with the preparation or delivery of their Applications.

9. The Employer will notify all Applicants in writing of the names of those Applicants who have been prequalified.
